That same period, specifically the 1500-1750 period saw the murder rate drop from 40 per 100k to .5-2 per 100k. Hangings worked, crime mostly disappeared, and it was wonderful, as they could focus on high culture rather than insanity
Then they lost their spines in the 20th century and flooded the continent with violent foreigners, undoing all that hard work
