If the QR code misread affects a certain part of the QR code, the ICP scanner mistakenly interprets a bit in the code that marks the ballot as provisional. Once that misread happens, the provisional flag is not properly reset after that ballot’s voting session. The result is that every ballot scanned and tabulated by the machine after that misread is marked as provisional and thus, not included in the tabulator’s close poll report totals
Discussion:
In the 2018 mid-term election, I personally spoke to my county's Election Director Cliff Marr, and I voiced my concerns about the security and countability of my vote if I use an election machine. He said, "ok well you can do a provisional ballot" and I asked him about this. And then he said something to the effect of, "keep in mind if you use a provisional ballot, the ballot is then sent to the election board and they can consider to toss it or not if they determine your reason for not using the election machine was invalid." And I said to him, "ok so I can be potentially disenfranchised if I am worried about the voting machine and use a provisional ballot--my vote may not be counted." To which he replied, "Yes, that's correct."
This means that the election board has the power to disenfranchise you if their politics or beliefs are that you're a "conspiracy theorist" or "Trumper, libertarian, tea party, constitutionalist, sovereign citizen person trying to create more work for them"
Because of this I was COERCED into using a voting machine I did not trust (still don't). It's bullshit
Well enough of us complained in NC that we had those machines pulled and replaced with a scan tron type of machine, which is a machine that prints your choices and then you look at it and then confirm it by putting it into another machine.
Hurray! But they said "this could change in the 2022 midterms and beyond".
My point in this story, is that "PROVISIONAL BALLOT" means that the election board could be doing anything to your ballot. They could throw it away and there goes your vote. They could flag it as 'adjudicateable" and send it to adjudication where a democrat operative could flip your vote.
...and so if these Dominion voting machines in Tennessee had faulty QR software that was causing every ballot to be flagged as "Provisional" then it potentially threw those ballots away. This is very bad!
What is even worse is they certified these machines with this faulty software on it!
