Keigo was born in an abusive, narcissistic household where he got pushed around as a child and his parents abused him and didn’t let him out to see the real world. He literally thought hero’s were stories on the tv. He would try to do anything to make his mother proud - who in return - hated her own son.

When he was discovered, the circumstances were not right. His father got arrested by Endeavour, which made him idolize Hero’s, and when the HPSC took him in, it was only because of his quirk, not him as a person. He didn’t even choose to be a hero. He got pushed into the narrative. And his wings, a symbol of freedom and justice, were the very things chaining him to the life of being a hero. All he wanted in his life was peace and calm. Keigo did. Hawks, was different. He was pushed into a narrative he didn’t want to be in, which in the end, resulted to him losing his wings , but ironically, it set him free.
