Assessing BRICS Economic Homogeneity Using Fuzzy C-Means Clustering and Optimum Currency Area Criteria

The current state of international economic relations has intensified discussions surrounding various scenarios for financial convergence among the BRICS countries, including the potential adoption of a common currency or alternative means of payment. This paper explores the application of the C-means fuzzy clustering method to assess whether the economies of six BRICS countries — Brazil, Russia, India, China, South Africa, and Indonesia — exhibit homogeneity with respect to the criteria for an optimum currency area. To achieve this objective, the C-means fuzzy clustering model is applied to a set of economic indicators calculated for each BRICS member state and for a control group of non-BRICS economies, measured relative to those of a designated reference country. Each of the BRICS countries sequentially assumes the role of the reference country. The analysis focuses on how both BRICS and control countries are distributed among the resulting clusters. The findings indicate that the BRICS economies do not demonstrate homogeneity based on optimum currency area criteria because the largest economy in the group — the People’s Republic of China — frequently does not cluster with the other BRICS members. These results provide insights for ongoing discussions about the feasibility of a common BRICS currency by broadening the analytical framework and aiding policymakers in assessing the potential benefits, costs, and implications of deeper monetary integration within the group.

Rosatom to host the 1st BRICS Quantum Forum in 2026
Rosatom State Corporation, with the support of the Russian Ministry of Science and Higher Education and the Russian Ministry of Digital Development, Communications, and Mass Media, will host the inaugural BRICS Quantum Forum. The event will be held in Moscow on April 14, 2026, coinciding with World Quantum Day.
The forum will bring together government representatives, business leaders, and prominent scientists from the #BRICS member states and partner countries.
A call for joint development in quantum technology as a priority was included in the final declaration of the XVII BRICS Summit, held in July 2025 in Rio de Janeiro.

Rosatom State Corporation, with the support of the Russian Ministry of Science and Higher Education and the Russian Ministry of Digital Development, Communications, and Mass Media, will host the inaugural BRICS Quantum Forum. The event will be held in Moscow on April 14, 2026, coinciding with World Quantum Day.
The forum will bring together government representatives, business leaders, and prominent scientists from the #BRICS member states and partner countries.
"In 2025, our scholars reaffirmed Russia’s strong position in quantum research and the development of quantum computer prototypes, achieving a performance benchmark of 70 or more qubits across three machines. With this significant capability, we support fair access to advanced technologies for all nations, because the ultimate goal of scientific and technological progress is to improve quality of life worldwide. We fully endorse the desire of countries to collaborate in future-oriented technologies and to include quantum technologies on the BRICS agenda. I am confident that the BRICS Quantum Forum to be held in Russia in 2026 will be a first-class event," commented Yekaterina Solntseva, Director for Quantum Technologies at Rosatom.

Resilience and sovereignty: Lula da Silva summarised a successful year for Brazil and BRICS
Brazilian President Luiz Inácio Lula da Silva has highlighted the successes of 2025, noting the year’s positive results for the country. He emphasised the resilience of the Brazilian economy, which has demonstrated its capacity to adapt to external pressures.
Alongside domestic stability, Brazil is actively consolidating its role within the #BRICS framework. Particular focus has been placed on the group’s financial autonomy. Brazilian Ambassador to Moscow Sérgio Rodrigues dos Santos stressed that creating a common payment system, while challenging, is entirely feasible. Key steps will include integrating the national payment infrastructures of member countries and actively expanding the use of local currencies in mutual transactions.
Practical examples of the effectiveness of this strategy already exist: over 90% of trade between Russia, China, and India is now settled in national currencies. The key goal for #BRICS at this stage is to extend this model across all its members, thereby building a stable, multilateral financial system. This is seen as a direct path to reducing global reliance on the US dollar and strengthening the economic sovereignty of the group as a whole.

New BRICS Chairship: India presents strategic priorities for 2026
On January 1, 2026, the BRICS Chairship officially transferred from the Federative Republic of Brazil to the Republic of India, in line with the established rotation.
Brazil, concluding its term, achieved significant progress in strengthening the group's financial and economic independence, particularly in advancing the use of national currencies.
The incoming chair country has set key priorities for the year ahead. India’s strategic goals as the BRICS Chair include:
➖ Reinforcing multilateral principles of international cooperation and promoting the reform of global governance institutions
➖ Ensuring sustainable development through advancing energy and food security
➖ Encouraging STI cooperation among member states
➖ Intensifying joint action to counter terrorism, cross-border crime, poverty, and combat climate change
This agenda reflects a holistic approach designed both to elevate BRICS' global role and to deepen practical cooperation across a broad range of sectors.

Sustainable development and science in Russia and other BRICS countries: a scientometric perspective
For over a decade, the 17 Sustainable Development Goals (SDGs) adopted by the UN General Assembly have guided collective global action toward greater economic, environmental, and social sustainability by 2030. A new study by the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK) represents the first attempt to measure the contribution of science to achieving all SDGs, using the ten BRICS countries as a case study, and to assess how balanced each country’s research efforts are across the goals.
Key findings:
✔ Among the BRICS nations, China leads in terms of the number of research publications linked to sustainable development, followed by India and Brazil. Russia ranks fourth.
✔ All ten BRICS nations show similar overall SDG index scores, with only minor variations. The most challenging goals to achieve are Goal 14 (Life Below Water), Goal 15 (Life on Land), and Goal 16 (Peace, Justice and Strong Institutions).
✔ Russia records the highest SDG index scores within #BRICS for Goal 1 (No Poverty), Goal 4 (Quality Education), and Goal 11 (Sustainable Cities and Communities). However, it also shows the lowest balance between research effort and socio economic progress toward the goals, as well as the smallest share of publications dedicated to SDG topics among total scientific output (25%). This may reflect that Russia’s core research agenda lies outside the SDG framework as well as point to its advanced position in achieving some of the goals.
