It's just a pun on Signal being a secure messenger, but relying on third-party infrastructure.
Nothing wrong with relying on others' infrastructure per-se, I'm not one of those full-on paranoid types — but the founders of Signal probably are. But this improvement itself assumes that earlier data IS vulnerable to store now, decrypt later attacks — from this POV using AWS is an awful practice, so relying on others' infra is bad according to them, not me 🙃
