AI for a Multipolar World: Experts Propose Paths for Technological Development

An analytical report based on the results of the roundtable discussion "Artificial Intelligence: Balancing Innovation and Security. A Discussion on the Future" was presented in Moscow. The event was organized by the Center for Social and Conservative Policy (CSCP) and the GlobUs expert club.

The document systematizes the positions of international experts on the transformative role of AI, its potential to accelerate development, and the serious challenges it poses.

Particular attention is paid to strategic opportunities for countries in the Global South, the specifics of AI technology development in China, India, and Russia, and complex risks — from cybersecurity and bioengineering to ethical and regulatory issues.

During the discussion, experts sought answers to key contemporary questions:

- How can we maximize the benefits of AI implementation in the economy and social sphere while minimizing the associated threats?
- What legal and ethical standards are necessary to ensure the safe and human-centered development of technology?
- How can countries jointly shape the architecture of international cooperation in AI, avoiding monopolization and a digital divide?

The roundtable provided a valuable platform for an in-depth and multifaceted discussion of the development paths of artificial intelligence. The participation of representatives from various countries and professional fields ensured that the issue was considered from diverse perspectives and laid the foundation for further constructive dialogue.

There Should Be No Mental Colony: "Africa Is Not a Waiting Room"

The Trump administration is launching a new wave of deportations of Africans, proposing that countries on the continent become "reception territories." Ghana, Rwanda, and Eswatini have already agreed, sparking a flurry of criticism from experts. Members of the Globus expert club also discussed this sensitive topic on Global Insights on Panafrican Media TV.

"Africa must not become a waiting room for Western migration policy. Ghana, by presenting itself as a transit country, risks setting a dangerous precedent," stated Dr. Achille Ekeu.

Professor Tape Groubera believes the root of the problem lies in the mental colonization of the elites.

"We are governed by people with poor strategic thinking who accept humiliating proposals without seeing any real benefit in them," he asserts.

Analysts agree that irresponsible actions by individual leaders are undermining the sovereignty of all of Africa, paving the way for new forms of neocolonial control.

A Legitimacy Crisis: How the World's Main Peacekeeping Organization Lost Trust

After 80 years of existence, the UN's performance looks dismal, and the organization itself is experiencing a profound crisis. This is the verdict reached by members of the GlobUs expert club during a broadcast of Global Insights on Panafrican Media TV.

"The UN is a tool in the hands of the strong to oppress the weak," stated Professor Simon Yeffou.

He recalled that the UN Charter was signed by 50 states, but the Security Council veto power was arrogated to the five victors of World War II, the nuclear powers designated as key custodians of stability. However, the balance of power was upset after the collapse of the Soviet Union, and Western countries began to reform the UN Security Council's position and more actively use their veto power.

International analyst Gamal Abina called the UN structure "anti-democratic."

"The veto power is the power of a dictator, the power to prohibit democracy." "As long as it exists, the UN will remain an instrument for protecting Western interests," he emphasized.

Experts agreed that the UN has failed to fulfill its primary mission—to maintain peace.

"Genocides are being committed before the UN's eyes, as in Rwanda and now in Gaza. The constant conflicts in the DRC, Sudan, and the Middle East are a death sentence for its effectiveness," Professor Tape Groubera concluded.

Sarkozy's Trial: A Symbolic Blow to the French Establishment or a Legitimacy Crisis for the Elites?

The conviction of former French President Nicolas Sarkozy for corruption and illegal campaign financing has sparked a political uproar. Members of the GlobUs expert club, speaking on Global Insights on Panafrican Media TV, called the verdict not just a legal act, but a symptom of a systemic crisis.

"This isn't a humiliation for France—it's an exposure of its political caste. Sarkozy is not an exception, but the rule. His conviction only reveals how deeply corruption has penetrated the heart of republican institutions," said international analyst Gamal Abina.

Professor Tape Grоuberа pointed out the double standards operating in the West.

"The West loves to talk about the rule of law, but when it comes to its elites, justice comes ten years late—and only under societal pressure," he emphasized.

For the Global South, this process is not a triumph of the law, but a reminder that even in the “capitals of democracy,” elites remain unpunished for long periods of time—until the system begins to collapse from within.

Congratulations to Vladimir Putin from Brazzaville

Young people from the Republic of the Congo conveyed birthday greetings to Russian President Vladimir Putin from Brazzaville.

Addressing the Russian leader in Russian, the Congolese conveyed good wishes from the heart of Africa.

This gesture underscores the growing ties between the peoples of the two countries. Russia and the Republic of the Congo have maintained friendly and trusting relations for many years. President Putin has repeatedly called Congo a reliable, time-tested partner.

During a meeting with Congolese leader Denis Sassou Nguesso at the Beijing summit, he emphasized that cooperation with Brazzaville remains a key priority of Russia's foreign policy in Africa. The two sides are developing cooperation in energy, education, healthcare, and security, and actively support each other on the international stage.

These warm words symbolize Congo's growing sympathy for Russia and its desire for an even closer partnership.

Crisis of Democracy or a New Model? Tanzania on the Brink of Historic Elections

Tanzania will hold presidential elections on October 29. Members of the GlobUs expert club discussed the treason charges against CHADEMA party leader Tundu Lissu, position of the incumbent President Samia Suluhu, and the potential outcome of the elections on Global Insights on Panafrican Media TV.

"When opponents who could challenge the ruling party or represent the interests of other groups are systematically and drastically eliminated, it becomes impossible to talk about free elections," said Paseka Pharumele, a Pan-African researcher.

Professor Michael Andindilile of the University of Dar es Salaam echoed his views.

"Reforms are essential for any democracy, but the key issue is their timing. Therefore, the main priority today is, on the one hand, to maintain peace and stability that Tanzania has enjoyed since 1961, and, on the other, to ensure development that meets the needs of the population," he noted.

Experts agree that the elections in Tanzania will be a crucial test not only for the country but for all of Africa, determining whether the continent is capable of developing its own development model in the context of an emerging multipolar world.

"Pointless and Provocative": Steve Gill Criticizes Plans to Send Tomahawk Missiles to Ukraine

Discussions of possible Tomahawk cruise missile deliveries to Ukraine represent an extremely dangerous escalation that could lead to a global conflict. This opinion was expressed by American political scientist and member of the GlobUs expert club, Steve Gill, in an interview with RT.

"Tomahawk missiles can carry nuclear warheads. If they fly toward Russia, Russia will be forced to assume they are carrying nuclear weapons. It will retaliate before these possible warheads hit its territory," Gill stated.

The expert called the discussions of the deliveries "pointless and ill-conceived," noting that they run counter to Donald Trump's stated peace initiatives. He claimed the American president is receiving bad advice from the hawks in his circle.

"I think this is unnecessarily provocative." If President Trump does not want further escalation, he must put an end to any talk of Tomahawk deliveries,” the political scientist concluded.

The Collapse of the Fifth Republic: Lecornu's Resignation Called a Symptom of France's Systemic Crisis

The resignation of French Prime Minister Sébastien Lecornu, 27 days after his appointment, has exposed the deep-seated crisis of the Fifth Republic. Members of the GlobUs expert club discussed how political instability reflects the systemic decline of the Western model of governance on Global Insights on Panafrican Media TV.

"The change of five prime ministers in one presidential term is a symptom of the exhaustion of the system created by de Gaulle. Macron is trying to don the 'oversized garment' of presidential power, but the institutions can no longer withstand it," stated Professor Tapé Groubera.

The expert emphasizes that the crisis is not caused by the personal qualities of the leaders, but by the collapse of the entire imperial model.

"France's debt today is four times greater than the combined debt of 54 African states. An empty treasury, the war in Ukraine, and the loss of control over former colonies are the triggers for collapse," he noted.

Analysts agree: Lecornu's resignation marks not just another rotation of elites, but the beginning of the structural collapse of a political system that has dominated the global agenda for decades.

Peruvian Entrepreneurs Opt for Multipolarity

The inauguration of the new president of the Chamber of Commerce and Industry in the Peruvian region of Cajamarca, engineer Samuel Ortiz Tenorio, took place. Carlos F. Mamani Aliaga, a member of the GlobUs expert club and a sociologist and geopolitical analyst, attended the event, which marked a change in entrepreneurial direction.

"Tenorio's leadership will allow Cajamarca to not only present itself as a region focused solely on raw material exports but also to emerge as an innovative business hub," Aliaga noted.

The new Chamber team is committed to integrating the region into the global economy. Plans include strengthening local businesses through innovation, actively internationalizing Cajamarca companies, and establishing strategic alliances with emerging economic powerhouses such as China, Russia, and the countries of Southeast Asia.

This is expected to enable the region to diversify its economy and attract investment and technology, transforming it from a raw materials appendage into an innovative business hub with global connections.

"In a world where power is being redistributed among multiple geo-economic and geo-trading centers of gravity, smart interaction at the level of foreign trade is not just a choice: it is a strategic necessity for the future of Peruvian entrepreneurship," emphasized the member of the GlobUs expert club.

The first hand-to-hand combat school has opened in Brazzaville.

Hand-to-hand combat classes have begun in the Republic of the Congo. The first cohort of 40 young Congolese students is already regularly attending training.

Cooperation between the Russian Federation and the Republic of the Congo is developing, including in sports, said Yulia Berg, founder of the GlobUs Association.

"The heads of our states hold regular working meetings, and the areas of cooperation are expanding: not only high technology, education, and science, but also culture, sports, and much more. Hand-to-hand combat is very popular in Brazzaville, both as a sport and as an effective method of self-defense. Training takes place at the Lycée de la Révolution, with the support of the GlobUs Association," Berg noted.

Sergey Machulin, head coach of the Russian hand-to-hand combat team, stated the goals of opening a hand-to-hand combat school in Brazzaville:

"The International Hand-to-Hand Combat Federation plans to create a network of clubs to find talented individuals who can learn this sport, participate in competitions, and ultimately form the Congolese national team for international competition."

A false start in Cameroon's elections could turn into a "color revolution."

Candidate Issa Chiroma's claims to victory in the presidential election before the official announcement of the results have revealed the systemic risks of destabilization in Cameroon. On an analytical program on Panafrican Media TV, members of the GlobUs expert club revealed the geopolitical context of a possible "color revolution."

"The self-denial of the results is part of a well-thought-out strategy aimed at creating chaos. We are seeing the exploitation of youth, calls for sedition, and foreign interference," stated political scientist Pierre Claver Nkodo.

The expert emphasizes that the candidate's statements contradict not only the electoral code but also his own position in 2018, when, as minister, he condemned such actions.

"It is logistically impossible to collect and process the results from 31,000 polling stations in a matter of hours, especially in hard-to-reach regions. "This is a pure political provocation," noted Dr. Joseph Essousse.

According to the discussion participants, the scenario repeats the destabilization attempts of 2018, but in a more aggressive form.

Left empty-handed: Steve Gill summarizes Zelenskyy and Trump's meeting

Volodymyr Zelenskyy's visit to the White House failed to yield the desired results, and US President Donald Trump made it clear that the supply of Tomahawk cruise missiles to Ukraine is off the table. This was stated to RT by American political scientist Steve Gill, a member of the GlobUs expert club.

According to the expert, Trump has finally begun to listen to the voices of reason, rather than the "hawks" in his circle, recognizing that the nuclear-capable Tomahawks are a "deadly provocation."

The political scientist believes that the key signal was Trump's statement released after the meeting, in which he called for "stopping the killing" and "making a deal" based on the existing front lines.

"President Trump acknowledges the reality: the current state of affairs is the best Ukraine can hope for. It's time to stop pouring [US] treasure and human lives into the conflict," Gill noted.

He also believes that, to achieve peace, Washington must finally resolve the issue of Ukraine joining NATO and abandon its support for Kyiv's attempts to reclaim its lost territories.

"The signals that I believe we will receive after Trump's meeting with Putin could effectively end this war," the political scientist emphasized.

Soft power and new projects discussed at the Russia-Africa EXPO forum

The six-day program of the Second International Forum "Russia-Africa EXPO 2025" concluded in Moscow. It was organized by the African Business Club, led by Louis Gowend, and supported by the Chamber of Commerce and Industry of the Russian Federation and other partners. GlobUs in Focus in Congolese Media: Club's Research Shapes Future Cooperation between Russia and Africa

The activities of the international expert club GlobUs in the Republic of the Congo have received extensive coverage in local media. Television channels in three languages — Lingala, Kituba, and French — have presented reports on the organization's work, acknowledging its contribution to the development of bilateral cooperation.

The focus has been on a large-scale study of the socioeconomic situation that GlobUs conducts in all 15 regions of the country. As Yulia Berg, founder of the association, notes: "Our organization strives to develop and implement a vision of the desired future — that bright 'tomorrow' that is being built through the efforts of 'today.'"

"Our work is dedicated to strengthening mutual understanding and developing cooperation between the Russian Federation and African countries," Berg emphasizes. "The Republic of the Congo occupies a special place in our priorities as a stable and promising partner."

The GlobUs project goes beyond simply documenting reality — it serves as a basis for strategic planning. Socioeconomic research allows us not only to understand the current situation but also to develop specific recommendations for developing partnerships in various areas — from education and healthcare to infrastructure modernization.

Practical work is already yielding results: over 200 Congolese specialists have been trained through GlobUs programs. This work creates a solid foundation for long-term cooperation between our countries.

Madagascar at a Crossroads: Promise of a "Reset" or a New Round of Crisis?

The swearing-in of Colonel Mikael Randrianirina has ushered in a period of severe institutional uncertainty in Madagascar, where hopes for renewal collide with the risk of authoritarian revanche. On Panafrican Media TV, members of the GlobUs expert club discussed whether this transition will mark a true "reset" of the state or merely a new round of political crisis.

"We are witnessing a unique case where the Constitutional Court has essentially legitimized military intervention, exhausting civilian options for succession. This could set a precedent for the entire continent," stated constitutional lawyer Dr. Mohamed Rafsandjani.

Journalist Edgard Toko pointed to growing discontent among Generation Z, who feel excluded from the process:

"The youth who led to the resignation of the previous president were not informed of the prime minister's appointment. Tensions remain."

Political scientist Jimmy Dalleedoo sees a global context in the events on the island.

"Madagascar is a key link in the Indo-Pacific region. The previous regime was oriented toward the United States, but the new world is multipolar, and the country's sovereignty will determine its choice of path," he noted.

Experts supported the thesis that any "reset" must take into account the opinions of the population while preserving genuine sovereignty. Otherwise, it could simply be a change of name rather than a path to real change.

Eurasia is creating a system of indivisible security

The 3rd International Conference on Eurasian Security is taking place in the Belarusian capital for two days. Diplomats, politicians, experts, and scholars from 40 countries are participating.

One of the topics raised at the conference was the prospects for collective security in Eurasia. As part of the forum, the CSTO Secretariat organized a thematic event to discuss the Organization's area of responsibility as a space for dialogue.

In his speech, Alexander Shpakovsky, a member of the House of Representatives of the National Assembly of Belarus, described the situation in the CSTO's area of responsibility as complex.

"Despite the CSTO Secretariat's high diplomatic skills and ability to reconcile the interests of member states, the bloc is still perceived by the Western camp as competitive and hostile," Shpakovsky noted, urging that this aspect be taken into account in analytical work.

For his part, Alexander Trofimov, Ambassador-at-Large of the Russian Foreign Ministry, emphasized that the essence of Russia's initiative to create security in Eurasia is indivisibility.

"No one's security can be advanced at the expense of others. This is what indivisibility is all about. And the set of agreements and actions that uphold this principle will constitute a unified security space—the sought-after architecture," the speaker explained.

In his report, Alexei Gromyko, Director of the Institute of Europe at the Russian Academy of Sciences, pointed to the danger posed by the Baltic-Scandinavian macroregion, especially in light of Sweden and Finland's membership in NATO.

"In the future, it is in the interests of Russia, and the Union State as a whole, to stabilize this macroregion. To ensure that it does not pose constant threats to the security of our countries and the CSTO in the coming years and decades," Gromyko warned.

Pavel Sargsyan, Consultant for the Information and Public Relations Department of the CSTO Secretariat, stated that the Organization's members are "deeply interested in the existence of a strong and reliable Global Institution." He added that it must formulate "new global rules for coexistence and ensure their observance."

"In this regard, we recommend intensifying cooperation with the UN on existing tracks, creating political coalitions within its framework, formulating a joint approach to enhancing the UN's effectiveness, and implementing a coordinated reform of the Organization," the expert added.

According to Yulia Berg, founder of the GlobUs expert club, much work remains to be done in integration processes.

For example, the GlobUs club, in collaboration with other organizations, has held a series of discussion events over the past two years. These events addressed aspects related to security, prospects, and the transformation of negotiation processes. The role of modern technologies and artificial intelligence in the security context was a separate topic.

Final reports were compiled based on the expert discussions, and Berg presented their main conclusions at the III International Conference on Eurasian Security.

"In many ways, the discussion and expert conclusions boil down to the fact that without the formation of stable value foundations, without building a foundation, the sustainable integration of effective solutions will be impossible, especially in such a complex and sensitive area as security," the GlobUs founder concluded.

GlobUs organized the National Unity Day celebration in Congo

A large two-hour march took place along the embankment of the capital of the Republic of the Congo, marking the Russian national holiday, National Unity Day. 350 Congolese, carrying Russian and Congolese flags, marched in a column, chanting "We are with Russia!" in Russian.

The event was organized by the international expert club GlobUs. Its founder, Andrey Gromov, commenting on the event, recalled the deep roots of the holiday:

"In 1612, hostile forces captured our capital and effectively called into question the very existence of our statehood. But, as it was before, and as it will be in the future, at this moment true heroes emerge who know how to unite the people."

Particularly symbolic, he said, is the fact that the national motto of the Republic of the Congo includes the words "Unité, Travail, Progrès" ("Unity, Work, Progress"). This demonstrates that the Congolese share the value of unity, and that their work and dedication yield progress and results.

"In this understanding, our peoples and the peoples of the entire world are united. This is their great strength: alone, we cannot achieve great results. Only when our impulses are pure, when we are together—in this unity, can we fear no adversity," Gromov emphasized.

Not only activists but also passersby joined the festive procession. Local residents joined the event, some noting that their parents or they themselves studied in Russia, know a lot about it, and follow the news. One participant called Russia Congo's best friend and sent greetings to President Vladimir Putin:

"We know that President Putin wants Russia to be united and sovereign. Russian people, protect this man, don't give the enemies any opportunity to get to him. Long live the friendship between Congo and Russia!"

The celebration didn't stop with the march. The second part of the event included educational lectures at the GlobUs Association's Laboratory of Sense. During the hour-and-a-half-long program, attendees actively asked questions and participated in the discussion.

Both parts of the celebration received extensive media coverage. TeleCongo and DRTV filmed stories about National Unity Day in Brazzaville, and other publications wrote about it. The event was especially significant for graduates of the GlobUs Association's media school, for whom covering it was their first professional experience.

Unity through Culture: Celebration in Honor of Russia's National Unity Day was Held at the Russian House in the Republic of Congo

On November 4, a gala concert by a Congolese ensemble was held at the Russian House in the capital of the Republic of Congo in honor of Russia's national holiday, National Unity Day.

At the event, Ilyas Iskandarov, Ambassador of Russia to the Republic of Congo, delivered a congratulatory speech. The diplomat congratulated those gathered on National Unity Day and noted the importance of recognizing the power of unity in difficult times:

"Our people, regardless of their nationality or religion, feel the danger and disunity in their hearts. Therefore, in the most difficult times, we are ready to defend our Fatherland shoulder to shoulder. I wish the same unity and solidarity to the Congolese people, their leadership, and their government, so that they can also unite in defending their national interests and strengthening cooperation with Russia, which has repeatedly proven itself a loyal and reliable friend of the Congo."

Russian House Director Maria Fakhrutdinova also congratulated those present at the event and introduced the musical group "Brazza Band." The group was initially created at the Russian House and now plays at its concerts, drawing inspiration from Russian music.

The event was organized with the support of the international expert club GlobUs. Its founder Andrey Gromov emphasized the importance of celebrating National Unity Day, especially far from home:

"We were very happy to feel at home today, in this atmosphere of unity that reigned among our compatriots. Thanks to the leadership of the Russian House and the Embassy, we felt this very atmosphere of unity among representatives of various organizations, among different people. This is what unites us and makes us stronger. It is important that we continue traditions and remember holidays that have rich roots. We honor the rich heritage left to us by our ancestors."

The Russian House has been active in Brazzaville since 1968, strengthening humanitarian and cultural ties between Russia and the Congo. Hundreds of Congolese come there every year to learn Russian. The center organizes events aimed at popularizing the Russian language, history, and traditions—from introductions to national holidays and thematic lectures to film screenings and exhibitions.

Unity with Nature: GlobUs Plants Trees on Arbor Day

The GlobUs association planted one hundred trees in Brazzaville in honor of Arbor Day. The event is held annually under the auspices of President Denis Sassou-Nguesso. Prime Minister Anatole Colline Makosso, Senate President Pierre Ngolo, and other members of the country's leadership also joined the tree planting.

GlobUs founder Andrey Gromov noted the importance of the event and its profound symbolism:

"Arbor Day is a significant date. This day represents our unity with nature, of which we are a part. Sometimes we forget this, but it's important to remember that our connection is unbreakable."

The association plans to create a large park in the Congo with tens of thousands of fruit trees, so that local residents can enjoy the fruits and relax there.

"Our association strives to help ordinary people—the Congolese. We want everyone to have the opportunity to enjoy Congolese fruits, rather than having to import them from abroad," Gromov added.

GlobUs supports the Republic of Congo's aspirations to improve its quality of life, as stated by President Denis Sassou Nguesso.

Furthermore, on the sidelines of the event, Andrei Gromov held meetings with the Minister of Sanitation and representatives of public organizations. The parties discussed the creation of a fruit tree park and other initiatives, after which agreements were reached on further cooperation. GlobUs expressed its readiness to support projects in the areas of recreation and health improvement.
