*None admins can now user /menu but cannot change any settings, just view them

*Fixed anti media detection for links. images and contacts. Thank you amber for your help finding these bugs.
The new analytics system has revealed that in a 24 hour period enforcer processes 17500 commands from users. Which works out on average to 2 commands a second. This doesnt include the automated systems like antiflood, anti media, nsfw image detection
It is truly humbling to see something I made become this popular. Thanks to everyone who helped the bot get to this point and thank you to all the users for sticking by us through the many many bugs and rebuilds as the system has been developed into what it is today.

Enforcer now sees people without usernames that are mentioned in the message you send it as usernams.

To try and decrease the database size all reported message information that has been stored is being cleared out.
What does this mean for the user?
When you try and solve an old @admin message enforcer will not find the report you are trying to solve.
All new report will solve fine though.

* Redid the error management system, now the bot should tell you to start it. It should have better detection of markdown errors, long messages will be split into small messages.
* Added inline capabilities, you can now search for help with commands or get tempban information on the groups you are admin in or the groups you are tempbanned in.
*Auto remove tempban if unbanned or added back to the group
*Extra now works with video notes
*Donate now has a button with a link
*Updated the bot to telegram bot 3.0
EDIT: got longer
The bot now also replies in the language of your telegram client if it can, it will respect group langauge settings for group meesages but private messages will be in the language of the telegram client.

Please note the bot has a 10 minute admin cache.
That means that whether someone is a group admin or not in the bots eyes is stored for 10 minutes so any changes to the groups admins via telegram will take 10 minutes to reflect on the bot.
