Science describes the world as it is, not as it should be

I have first heard this statement in regard to Economics, even though economics is quasiscience according to Jon Gruber from MIT and scientifically invalid bullshit according to Nassim Taleb. But it is true to natural sciences. In Physics, the last word is always given to Nature — if the experiment contradicts theory, then theory gets adjusted, not reality. And essentially the same applies to Biology, Chemistry, and Medicine.

What about Math? While natural scientists study the laws of God, mathematicians devise the laws that even God should obey. That's what makes theoretical physicists, and in particular particle and string theorists, mathematicians rather than natural scientists. They are not only enchanted by beauty of their models, they seek control of the very Nature, especially when it appears "ugly," not symmetric enough to them. So the guitarists would try to amend the scientific method itself to be right. Nuff said in that regard.

But do theoreticians have any control outside the field, for instance, in their career? Why do they put up so easily with the system poisoned by the high impact factor syndrome, collective biases, and publish or perish principle? While chasing the Nature's secrets, they have forgotten to pay attention to their surroundings, still not finding themselves in the environment that works the opposite of what Science should work like. I do not even talk about the wages, as they might rather reveal how privileged the scientists are to be capable of investigating the fine workings of the Universe, but the fact that there do exist academic departments that apply quantum computing to pricing financial derivatives, while market-making companies keep any such information proprietary, also makes me a bit uncomfortable about the inner workings of our complex systems.

In Economics, there are two types of statements. Positive ones describe how the world is. Normative — how the world should be. Maybe physicists should also be normative from time to time?
