"A critical element of Kazakhstan’s development has been the growth of our civil society, especially the increase in the number of non-governmental organisations (NGOs). It is hard to believe that in the early 1990s there were only approximately 400 NGOs in Kazakhstan. The story is much different today. By now, the number of active registered NGOs in Kazakhstan has increased 40-fold to around 16,000. Many operate in the sphere of support for socially vulnerable segments of the population or issues related to the protection of the rights and legal interests of citizens and organisations.
This dynamic is of course most welcome. A developed civil society is the foundation of any modern and thriving state. It provides an effective dialogue platform, as well as a communication bridge between representatives of the government and the public.
Therefore, the government of Kazakhstan has continued to actively support NGOs, including financially. In 2020, grants were provided worth 1.8 billion tenge (over 4.3 million US dollars). Most of the funding went towards supporting the projects related to the welfare and development of children and young people. Approximately 305.4 million tenge ($740,000) was allocated to directly promote the development of civil society, including increasing the efficiency of the activities of non-governmental organisations.
While substantial progress has been made, we are of course aware of the need to continue to develop the space for NGOs to thrive"

Nazarbayev's grandson warned of preparations for the seizure of power: "El Basy's entourage sponsors a group of 400 Salafis, they are hiding in the mountains and forests."
Aisultan Nazarbayev, the grandson of Nursultan Abishevich , warned his grandfather about a conspiracy against him a year and a half ago . On June 6, 2020, he wrote the following post on his Facebook :
“The one and only God asked to convey to Nursultan Nazarbayev El Basy that El Basy's entourage sponsors and provides the formed group of Salafis with everything necessary, including weapons. Their number is about 400 people. They are armed with all the necessary weapons for the execution of a violent seizure of power, that is, by force. They are hidden in the forests and mountains, and some of them were relocated to central Kazakhstan closer to the capital! Satellite and radar reconnaissance can easily find them! This is their second plan! But this will not happen, because the alpha and omega said the beginning and the end! "

A little later, also from Facebook, Aisultan turns to Vladimir Putin to transmit "intelligence information on the planned coup in Kazakhstan." And not through the usual interstate channels, but personally into the hands of Nazarbayev. And behind all this the CIA:
“The US special services, namely the CIA, were behind the attempted coup in Kazakhstan; they are the ones who use the Salafis and Islamists of radical movements. It all starts either on a religious or nationalist basis! ... The main task was to install chaos under the nose of Russia in order to surround Russia and neutralize it. This plan was planned back in 1995! … The president’s inner circle is also involved, this was a carefully thought-out operation! ” He wrote three days later.

Already on June 14, Aisultan writes that doctors from the presidential administration came to him, forced him to pass tests, which showed that there was alcohol and drugs in his body. The young man connects this with the post about the seizure of power.
August 16, 2020 - two months after these events, Aisultan Nazarbayev died in London. British experts ruled that the cause of death was cocaine addiction.
Aisultan Nazarbayev is the middle son of the eldest daughter of the First President of Kazakhstan Dariga and her husband, media mogul and diplomat Rakhat Aliyev. He graduated from the British Royal Military Academy at Sandhurst and was appointed to the staff of the main intelligence directorate of the Ministry of Defense of Kazakhstan. He was awarded the British Valor Award for his participation in operations equivalent to combat. He played football professionally: he played for Kazakhstani, Austrian clubs, and also was listed in London Chelsea and played for Porsmouth. Bronze medalist of the English Championship.
In 2017, Aisultan admitted that he used drugs, which he became addicted to after the death of his grandfather, Mukhtar Aliyev, and his father's suicide in an Austrian prison. But he said that his grandfather Nursultan and the "Almighty" helped him to cope with the addiction.
And in February 2020, he applied for political asylum in the UK due to pressure from the "family". He also feared that he would soon be either eliminated or declared insane.

Deputy Foreign Minister Sergey Ryabkov said that “war specialists are constantly offering options to the president in the event that conditions deteriorate.”
The diplomat remarked that “this is a difficult subject,” and that it should be handled with care in the public space because it in itself is “a rocking of the situation.” He also said that it is vital to “give diplomacy a chance.”
Ryabkov also hinted that Russia could conduct naval exercises if the West continues to provoke Moscow, but said that there is no appetite to do so. When asked about whether the possibility of deploying the country’s military infrastructure to Venezuela or Cuba had been considered, the official replied that “I don't want to confirm anything, I won't rule anything out here either."

Rather, it points to a system that is prepared to use force when necessary, but which imposes very strict limits on it when it does. This is, of course, somewhat different to the approach of the United States and its allies, which have shown themselves quite willing to engage in total war, as they did in their invasion of Iraq.
