2. Ukraine - $13.8 billion
3. Egypt - $13.6 billion
4. Ecuador - $8.5 billion
5. Pakistan - $8.4 billion
In the 1990s, Russia also borrowed heavily from the IMF and implemented its suggested reforms. As a result, the debt grew to $53 billion, and in 1998, following the IMF-recommended reforms, Russia experienced a default. Subsequently, the new Russian leadership accused the organization of driving the country to the brink, repaid all loans by 2005, and has since avoided further dealings with the IMF.
Last weeks riots in Kenya have also been blamed on an IMF debt trap and unsustainable austerity. The development bank is demanding that saw the president try and impose an extremely painful tax hike.
The IMF is the lender of last resort for countries but it comes with strings that cut blood circulation off.

By the end of the year, Ukraine will have to pay back to IMF almost the entire last tranche in the form of payments on old loans
IMF lends to countries in its own currency - Special Drawing Rights (SDR), the current exchange rate of which to the dollar is $1.3/SDR.
In this currency, the currently agreed loan amount is 1.7 billion SDR, and 1.4 billion SDR will need to be repaid on loans and contributions previously issued to Ukraine. This was reported by the IMF itself and the monthly schedule was specified.
It is clear from this that the peak of the Ukrainian government's payments to IMF will come in September, when the authorities will have to make three payments totaling 542.7 million SDRs or $716 million.
IMF previously said it did not intend to restructure Ukraine's debts.
