• If a service is labeled ‘high-risk,’ it might be obliged to scan everything anyway. Even private, end-to-end encrypted content.
• The original proposal [...] focused on scanning photos, videos, and URLs for CSAM content. The new version goes further. Breyer notes it includes scanning of private chat text and metadata.
