🏠 Ottawa to provide $2-billion in loans to spur B.C. construction of rental units

The federal government says it has agreed to provide $2-billion in low-cost loans to spur the construction of rental units in British Columbia, forging a deal that focuses on building on municipally owned land.

Ottawa expects that the federal loans to developers and other groups will help lead to the construction of more than 8,000 rental units, or double the amount originally envisaged under the B.C. government’s BC Builds program.

🇨🇦🇲🇽Mexico talks with Canada about high number of asylum requests

Mexican President Andres Manuel Lopez Obrador said on Tuesday that his government is addressing a complaint from Canada over the high number of asylum requests from Mexicans.

According to data from the Canadian Immigration and Refugee Commission, between January and September 2023, Mexicans made the most asylum requests, with 17,500, well above Haitians, who made the second-highest number of requests with just over 8,500.

said Lopez Obrador, referring to a meeting with Prime Minister Justin Trudeau at the Asia-Pacific Economic Cooperation Forum summit in November, when asked about the matter.

Trudeau said last week that Ottawa was talking to Mexico City to see how to reduce the number of asylum requests by Mexicans and said some people receive support from organized crime to reach Canadian territory.

Quebec turns to Supreme Court to stop asylum seekers’ access to subsidized daycare

Quebec is heading to the country’s highest court to prevent children of asylum seekers from accessing the province’s coveted subsidized daycare spaces.

Justice Minister Simon Jolin-Barrette says the government will seek leave at the Supreme Court of Canada to appeal a Feb. 7 decision that found the province’s daycare rules are discriminatory.

The Quebec Court of Appeal ruled that asylum seekers who hold a valid work permit are ennoscriptd to register their children in Quebec’s public daycares.

Quebec’s decision to appeal comes as the government demands $1 billion from Ottawa for the cost of settling the influx of asylum seekers, who the province says are putting unsustainable pressure on social services.

📈Conservatives widen lead over Liberals: Nanos

Pierre Poilievre’s Conservatives have increased their support as the party Canadians would vote for and the Liberals are at a statistical tie with the New Democrats, according to the latest Nanos Research ballot tracking, which measures popular support for the major federal parties.

Poilievre's personal numbers continue to trend sharply upwards while his party saw a 17-point advantage over the federal Liberals in the new Nanos tracking.

On the ballot question, Conservatives are leading with an uptick in support over the past four weeks at 40.6 per cent versus Justin Trudeau's Liberals, whose support dipped to 23.8 per cent. NDP Leader Jagmeet Singh and his party saw a slight rise in support at 21.9 per cent.

💸 Liberals spend $1.3 million on three 'affordability retreats'

The Trudeau cabinet has spent more than $1 million on retreats focused on attempting to get a grip on Canada’s affordability crisis.

The Liberal ministers held three multi-day meetings in Charlottetown, P.E.I., Vancouver, and Hamilton, Ont., between September 2022 and August 2023. The tally has reached $1,325,233.84, according to expense disclosures and access-to-information requests.

Officials could seek repayment from ArriveCan contractors, MPs told

Internal investigators at the federal procurement department are reviewing contracting concerns related to ArriveCan and officials told MPs Wednesday they are prepared to seek repayment from private contractors if they’ve overbilled.

Public Works and Government Services officials also said they are scaling back the use of sole-source contracting and vowed to increase scrutiny over what the government is actually buying when it pays contractor invoices.

The Auditor-General Karen Hogan found a “glaring disregard” for basic management practices as the cost to build and maintain the app grew to an estimated $59.5-million. The report said two-person IT staffing firm GCStrategies, which received $19.1-million to work on the app, was directly involved in setting narrow terms for a $25-million contract it ultimately won.

Millennials outnumber baby boomers for first time, Statscan says

Statistics Canada says there are now more millennials than baby boomers in the country, ending the 65-year reign of the post-Second World War generation as the largest cohort in the population.

The federal agency noted the change in its newly released population estimate for July 1, 2023, broken down by age and gender.

The baby boomer generation became the largest in Canada in 1958 – seven years before the last baby boomer was even born. They accounted for 40 per cent of the population from the mid-1960s to the early 1970s.

Dozens of students blocked access to one of McGill University’s buildings Thursday in the latest protest calling on the university to divest from interests in Israel since the outbreak of the Israel-Hamas war.

The protest was part of a planned day of action by pro-Palestinian groups at McGill. Around 8 a.m. students began picketing and blocked the doors to the Bronfman Building on Sherbrooke St. W., which houses the university’s Desautels Faculty of Management.

Around two dozen pro-Israeli Jewish students organized a protest of their own opposite the building, leading to a faceoff between the two groups, chanting “Free free Palestine” and “Bring them home.”

🇨🇦🇺🇸 U.S. ambassador to NATO accuses Canada of 'lack of commitment' to defence spending pledge

Canada is the only NATO member without a plan or a timeline to reach the alliance’s target of spending two per cent of GDP on defence, according to the U.S. ambassador to NATO.

Julianne Smith said she “absolutely” expects Canada to reach the spending goal, and that the lack of a plan or timeline to do so “lacks the commitment” allies want to see. NATO members signed on more than a decade ago to each spend at least two per cent of their GDP on defence.

Smith added it’s important to recognize that “collective security is not free,” and it requires everyone to “make tough choices.”

I expect Canada to deliver on the pledge to invest two per cent of GDP on defence, because this is a promise we all made.

NATO Secretary General Jens Stoltenberg said on Tuesday.

Conservative leader Pierre Poilievre gave his clearest position yet on the federal and provincial debate around transgender rights.

Poilievre said Wednesday he believes “biological males” have no place in sports or change rooms that are labelled female. He was asked at a news conference about his position on whether transgender women should be allowed in spaces that are labelled for women and whether he would introduce any legislation to stop it.

Poilievre told reporters he believes “female spaces should be exclusively for females, not for biological males.”

🏠 B.C. will implement a new 20% 'flipping tax' on homes

Premier David Eby has been clear that speculators are in his crosshairs, and with the 2024 budget his government has announced details of a new "BC Home Flipping Tax."

Starting Jan. 1, any profits made from the sale of a residential home within two years of buying it will be subject to the tax – with exceptions.

The legislation government intends to pass during the spring session would see a sliding scale: 20 per cent on profits made on a home sold within the first year, gradually declining to 10 per cent if sold after 18 months, and further reducing to zero after two years of ownership.

The Ministry of Finance estimates the tax could generate about $43 million a year in tax revenue.

🇨🇦🇺🇸Ontario police seize record number of illegal firearms in transnational smuggling investigation

A joint investigation between Canadian and U.S. authorities has resulted in a "record-breaking" seizure of illegal firearms in Ontario, police say.

Members of the OPP's provincial weapons enforcement unit and U.S. Homeland Security Investigations told reporters that a total of 274 illegal firearms, intended for sale in the Greater Toronto Area, have been seized on both sides of the border.

The 106 firearms confiscated in Ontario mark the largest seizure of handguns and assault-style rifles in the province's history, police said. Of the 168 guns seized in the U.S., most were being smuggled into Ontario through Buffalo, police said, though the investigation reached as far as Florida.

The estimated street value of the firearms and illicit drugs seized in Ontario is just over $3 million, police said. There have been 16 arrests made in Ontario in relation to the investigation.

🏘 Ontario housing supply overstated by almost 1 million, land development study reveals

Ontario’s regional planning authorities are overstating the number of lots that are ready for construction by nearly a million housing units, according to a new study commissioned by groups representing the province’s building and land development industry.

The study, conducted by an urban development consultancy firm concluded that there are only 331,600 “shovel-ready” lots available in the province, well below the 1.25 million figure cited by the Regional Planning Commissioners of Ontario.

The federal government’s chief technology officer and top officials at the Canada Border Services Agency are part of a widespread cover-up of cost overruns for the ArriveCan app, two former senior leaders at the agency told a Commons committee during three hours of heated testimony Thursday.

The meeting ended with MPs voting unanimously to ask the public service integrity commissioner to investigate all allegations of wrongdoing related to the development of the pandemic-era app for cross-border travellers.

Cameron MacDonald and Antonio Utano, who testified in November, have been suspended without pay, a move they said was in retaliation for telling the truth about who made the final decision to hire GCStrategies, the two-person IT company that received the most contract work on the app project.

They accused chief technology officer Minh Doan of lying to MPs and said the responsibility for hiring the company belongs to Mr. Doan, who was the agency’s vice-president at the time. He also accused Mr. Doan of covering up his involvement by destroying records.

🔞Trudeau takes a swipe at Poilievre over his stance on age verification for porn

Prime Minister Justin Trudeau said Thursday that adults shouldn't have to share their personal information to access pornography online.

Speaking at a housing announcement in Cape Breton, Trudeau said Conservative Leader Pierre Poilievre's endorsement of some sort of age-verification system for porn sites is something his party opposes.

He's proposing that adults should have to give their ID and personal information to sketchy websites, or create a digital ID for adults to be able to browse the web where they want.

Trudeau said of Poilievre.

He said Poilievre is "playing politics" by opposing the government's forthcoming online harms bill.

When asked Wednesday whether a Poilievre-led government would require that porn websites verify the age of users, Poilievre gave a one-word answer: "Yes."

Prime Minister Justin Trudeau signed a new security agreement with Ukrainian President Volodymyr Zelenskyy on Saturday as world leaders gathered to mark the second anniversary of the beginning of the Russia-Ukraine war.

The agreement, which Trudeau announced during a surprise visit to Kyiv, is aimed at fortifying both the Ukrainian military and the country’s struggling economy.

It includes some $320 million in new military spending, which is due by the end of the year, and $2.4 billion in loans for Ukraine, to be administered through the International Monetary Fund.

🛢Canada secures surrender of all offshore Pacific coast oil and gas permits

Canada has secured the surrender of the last remaining permits for oil and gas development off its Pacific Coast, the federal natural resources minister said, after Chevron Canada voluntarily relinquished 23 permits this month.

Energy and Natural Resources Minister Jonathan Wilkinson said the relinquishment of the permits marked an important milestone in permanently protecting the ecologically rich waters of Canada's west coast.

While there has been a federal moratorium on oil and gas exploration off the Pacific coast since 1972, permits issued before that date were still valid. U.S. oil major Exxon Mobil also relinquished a number of permits last year.

With these final permits, Natural Resources Canada has officially secured the surrender of all 227 permits in the Pacific offshore.

Wilkinson said in a statement.

🩺 Alberta intends to opt out of national pharmacare plan

The NDP has reached a deal with the Liberal government to introduce the first piece of a national pharmacare program that includes coverage for birth control and diabetes medication but it appears Alberta does not intend to be part of the agreement.

Alberta’s health minister said that if the federal government pursues a national pharmacare program, Alberta intends to opt out, and instead intends to obtain a full per capita share of the funding.

A spokesperson from Adrianna LaGrange’s office said Alberta was not consulted on the national pharmacare plan “and there are limitations in the initial analysis and assumptions, including start-up investment and administrative costs to implement a cost-sharing model, that were not taken into consideration that add costs for the provinces.”

Temporary immigration to Quebec surged nearly 50% in 2023, report says

Authorities in Canada and Quebec underestimated the effect temporary immigration would have on housing and public services over the past decade, a new study suggests.

Quebec’s temporary resident population soared 46 per cent last year to 528,034, according to a report published Monday by the Institut du Québec non-profit think tank. Quebec had 167,435 temporary work permit holders in 2023, almost four times as many as in 2015, as well as 117,745 foreign students — most of whom have the right to work here — and asylum seekers.

The surge in temporary immigration over the past year has coincided with an economic slowdown. Quebec’s unemployment rate rose from four per cent to 4.5 per cent in the year ended in January.
