Bill 96: Small Quebec companies must disclose employees’ French proficiency

Starting Thursday, small Quebec companies must tell the government what proportion of their employees are “not capable of communicating in French.”

It’s one of several Bill 96 provisions that take effect on June 1.

The legislation is part of a wide-ranging effort by Premier François Legault to limit the use of English in Quebec. The government says French must be elevated because it is under threat.

Launch of Francisation Quebec: a new portal for anyone who wants to learn French

As of June 1, anyone wishing to learn or improve their command of the French language will have to register via the Francisation Québec portal, the government's new single point of service for coordinating all French language learning services.

Christine Fréchette, Minister of Immigration, Francization and Integration, launched the platform on Monday morning.

The new service, which was developed over the past year in response to the new right created by Bill 96 to free access to francization services, will manage all French-language learning services for new arrivals, future immigrants wishing to learn French in preparation for their arrival, workers and Quebec residents who do not speak French.

UCP wins majority government in Alberta

The United Conservative Party has won a majority government in Alberta’s provincial election and Danielle Smith has been re-elected premier, defeating Rachel Notley's left-leaning New Democratic Party.

As of 12:00 A.M. (Mountain Time) the UCP was leading in 52 ridings, while the NDP was ahead in 35 (44 seats required for a majority).

Notley acknowledged defeat, but vowed to stay on as Opposition leader.

Alberta Premier Smith attacks Trudeau over government climate plan

After winning the election, premiere Danielle Smith immediately fired a warning shot at Prime Minister Justin Trudeau in her victory speech.

"My fellow Albertans we need to come together no matter how we have voted to stand shoulder to shoulder against soon to be announced Ottawa policies that would significantly harm our provincial economy," Smith said.

Trudeau's government is aiming to cut carbon emissions 40-45% by 2030, but will only be able to achieve its climate plan with significant reductions from Alberta, Canada's largest oil and natural gas producer.

Smith is fiercely opposed to a Liberal plan to cap oil and gas emissions, arguing it will lead to a production cut, and the federal goal of a net-zero electricity grid by 2035.

She called on Trudeau to halt those climate policies, warning he would "strain the patience and goodwill of Canadians in an unprecedented fashion".

Man accused of killing B.C. gangster extradited to Thailand

Canadian national Matthew Dupre has been successfully extradited to Thailand in connection with the killing last year of a gang member, arriving in Bangkok on a special air force flight, Thai authorities said on Monday.

Dupre, a former Canadian military member, is accused of killing Jimi Sandhu. Sandhu was allegedly connected with the United Nation Gang and was linked to the murder of one of the leaders of another gang, called the Red Scorpion, in Canada.

Dupre, 38, and a second man with a Canadian military background, Gene Karl Lahrkam, were accused by the Thai police of travelling to the island of Phuket to murder Sandhu, a former gangster based in Abbotsford, B.C., who was gunned down by two suspects on Feb. 5, 2022.

Dupre was arrested in Alberta and remained in jail before extradition. Lahrkamp died in a mysterious plane crash on April 30, 2022.

An Alberta court approved the extradition of Dupre last December.

One in four Canadians plans to buy investment property in next five years

Approximately 11 per cent of Canadians currently invest in residential real estate, with more than half of current investors saying they are likely to purchase an additional residential investment property in the next five years, according to a survey by real estate firm Royal LePage.

64 per cent of residential real estate investors own one property, while 32 per cent own two or more.

The report said more than a quarter, or 26 per cent, of all Canadians plan to buy an investment property before 2028.

The survey found the opportunity for their property’s value to appreciate over the long term was the top factor investors consider when buying property. Positive cash flow on a monthly basis ranked second, and the low maintenance and variable expenses was third.

Air Canada pilots end 10-year contract framework, eye bargaining

Air Canada's pilots have ended a decade-long contract framework, opening the door to "full bargaining this summer," their union leadership said.

Pilots have previously said they are pressing for "historic" gains to narrow the earnings gap with higher-paid aviators at U.S. carriers.

Their counterparts at Onex Corp's WestJet Airlines reached a tentative agreement that would offer a 24% hourly raise over four years, plus other pay and benefits.

The estimated 4,500 pilots at Canada's largest carrier have received a 2% wage increase per year since reaching a deal in 2014.

The union had a Monday deadline for using a type of escape clause that would allow for negotiations this year. The agreement now runs until Sept. 29, 2023, although its provisions will apply beyond that date.

Canada's former Conservative leader says China 'orchestrated' campaign against him

Canada's spy agency told former Canadian Conservative Party leader Erin O'Toole that China campaigned to discredit him and suppress votes ahead of the 2021 election he lost to Liberal Prime Minister Justin Trudeau, O'Toole said.

"The CSIS briefing confirmed to me what I had long suspected - that my party, several of my parliamentary caucus members and myself were the target of a Chinese orchestrated campaign of disinformation and voter suppression in the run up to and during the 2021 general election," O'Toole said in the House of Commons.

Trudeau has come under pressure from opposition parties in parliament to open a public inquiry into foreign election interference even though a special rapporteur into allegations of Chinese election meddling recommended against one last week.

The opposition parties renewed calls for a public inquiry on Tuesday. O'Toole blamed the government for failing to pass on the intelligence about Chinese meddling to members of parliament.

TTC investigating after fireworks set off inside Scarborough buses

The TTC has launched an investigation after a video of a firework being set off inside one of its buses surfaced on social media Tuesday night and went viral.

In a follow-up tweet the TTC said it is aware of a “couple of recent incidents” of fireworks being set off on buses in Scarborough.

Wildfire, potential ammonia leak prompts alerts, evacuations in Bedford, N.S.

A wildfire burning in the Hammonds Plains-area near Bedford, N.S., prompted several emergency alerts and evacuations Tuesday night.

An alert was issued at approximately 6:40 p.m. letting residents know the wildfire and a potential ammonia leak caused a mandatory evacuation order for several streets in Bedford, N.S.

Another emergency alert was issued at approximately 8:40 p.m., giving residents in the area of Viscount Run a 30-minute precautionary notice to possibly evacuate due to wildland fire.

An alert was later issued at approximately 9:56 p.m. stating that an evacuation order for the area surrounding Farmers Dairy Lane was rescinded, but residents were told a future evacuation may occur with 30 minutes notice given.

Parents push back on pride month in Ontario schools

The recent decision by a Catholic school board in Ontario’s York Region not to fly the pride flag during Pride Month in June is emblematic of a province-wide call to halt flag-raisings and other events expected in schools throughout the month.

Many parents are looking at pulling their children out of school during such events. A national walk-out is scheduled for June 1 and gaining traction.

At York Catholic District School Board meeting on May 29 the board voted 6–4 against flying the flag. Many said the Canadian flag is enough and that it represents all students.

Similar flag disputes have sprung up in boards across the province ahead of Pride Month.

At a Durham District School Board meeting on May 15, one father suggested simply opting for the Canadian flag. “How about we just stop sexualizing our flagpoles and fly the Canadian flag?” he said.

Ontario’s education minister Stephen Lecce has stood in favour of flying the pride flag for Pride Month.

Quebec firm to pay $10M to avoid charges over bribes promised to Philippine officials

A Quebec forensics company promised millions of dollars in bribes to officials in the Philippines, including a cabinet minister and his brother, as it sought lucrative police contracts, according to a statement of facts attached to a deal the firm struck to avoid prosecution in Canada.

The deal between Ultra Electronics Forensic Technology Inc. and federal prosecutors has been approved by the Superior Court of Quebec and is Canada’s second remediation agreement.

The other deal was struck between Quebec provincial prosecutors and SNC-Lavalin over corruption in its contract to refurbish the Jacques Cartier Bridge in Montreal.

The latest agreement requires the Montreal firm to pay about $10.5 million, co-operate with investigations, report to prosecutors about implementing the agreement and abide by an anti-bribery and corruption program overseen by an external auditor hired at the firm’s expense.

Girl arrested for setting off fireworks on packed Toronto bus

Toronto police say they have arrested a 14-year-old girl who allegedly set off a firework on a packed TTC bus in Scarborough during Tuesday rush hour.

The girl has been charged with mischief endangering life. She is due to appear in a Toronto courtroom on Friday, July 14.

The Minister of Foreign Affairs today announced that Canada is imposing sanctions against seven individuals and one entity in Moldova under the pretext of their collaboration with Russia.

These sanctions target a number of individuals, including Moldovan oligarchs, businessmen, parliamentarians and the Shor political party.

The move follows a commitment made by Prime Minister Justin Trudeau during the visit of Moldovan President Maia Sandu to Canada in May 2023.

Toronto and GTA under heat warning for next two days

Toronto and much of the GTA are under a heat warning for the next several days.

Environment Canada says the two-day heat event will see maximum daytime temperatures of up to 31 C in some areas.

Similar heat warnings are also in effect for Mississauga, Brampton, Hamilton and stretching all the way to Oshawa in the east.

It’s possible Toronto could set several new temperature records in the process.

1st National Day Against Gun Violence to be marked in Canada

The Trudeau government is proclaiming a National Day Against Gun Violence, to be held annually on the first Friday of June.

The government says the goal of the national day is to raise awareness and foster a national discussion about the causes and effects of gun violence.

It comes as the Senate reviews a government bill that would cement restrictions on handguns, increase penalties for firearm trafficking, try to curb homemade ghost guns and ban assault-style firearms.

The Conservatives opposed the bill in the House of Commons, saying it penalizes law-abiding firearm owners instead of tackling gun crime.

🇺🇸🇿🇦 United States, South Africa send over 300 firefighters to Canada to help with wildfires

More than 300 firefighters from the United States and South Africa are heading to Canada in the coming days to help the country battle an unprecedented wildfire season.

At least 100 U.S. firefighters will be arriving in Nova Scotia over the weekend to help knock down out-of-control wildfires that have forced about 21,000 people from their homes since Sunday.

Another 200 firefighters arriving from South Africa will likely end up in Alberta, though officials say the wildfire situation in the country is fluid.

In Nova Scotia, two major fires that remain out of control — one in suburban Halifax, the other in the southwestern corner of the province — have already destroyed at least 200 homes and cottages.

Halifax-area wildfire 50 per cent contained

A wildfire that began burning in the Upper Tantallon, N.S., area Sunday and forced the evacuation of thousands of residents is now 50 per cent contained.

While this is good news, David Steeves, a forest resources technician with the province’s Department of Natural Resources and Renewables, warns that the situation is still “dangerous and volatile.”

"We are far from being out of the woods. Just because we have a level of percentage of containment does not mean the decrease and the importance of safety in this situation has lowered," he said.
