The preposition of time "vor " is used when an event or action in the past has been completed:
Nico ist vor ein paar Wochen nach Deutschland gekommen.
Heute ist der 12.08. Vor einem Monat war der 12.07.
The preposition of time "seit " refers to a period of time in the past that has begun, but is not over yet:
Nico lernt seit ein paar Wochen Deutsch. (Er lernt immer noch Deutsch.)
Nina und Sebastian wohnen seit zwei Jahren in der WG. (Sie wohnen auch jetzt in der WG.)
"Vor" and "seit" are followed by the dative case.
Nico ist vor ein paar Wochen nach Deutschland gekommen.
