Joe’s PR spiel selling us on structuring ARPA-H the same way as DARPA. In order to do that the agency needs to be housed outside of the NIH so that it too has the same “freedom to experiment” and can “operate autonomously.” Now that the agency has funded the government has 30 days to make that decision.
