It states that in the event of a situation that makes war and rebellion against the Republic of Turkey inevitable, a threat to the integrity of the country and the unity of the people within the state or from outside, the president is authorized to declare a general or partial mobilization.
A procedure is also being introduced for connoscripting citizens abroad, with the publication of lists of reservists through diplomatic missions. The President will be able to place the “secret” stamp on documents related to mobilization procedures.

В нём говорится, что в случае возникновения ситуации, делающей неизбежной войну и бунт против Турецкой Республики, угрозы целостности страны и единства народа внутри государства или извне, президент уполномочен объявить всеобщую или частичную мобилизацию.
Также вводится процедура для призыва граждан, находящихся за границей, с публикацией списков резервистов через дипломатические представительства. Президент cможет налагать гриф "секретно" на документы, связанные с мобилизационными процедурами.

The idea was put forward by the Minister for Economic Cooperation and Development of the Federal Republic of Germany Svenja Schulze. According to her, the German government wants to create financial incentives for the voluntary and "temporary" return of Ukrainians to their homeland so that they can rebuild their country.
This includes "circular migration" - the temporary movement of migrants between the country of origin and the host country. However, refugees will have to do this at their own expense, Schulze noted.

German Chancellor Olaf Scholz has spoken out against the idea of creating a "no-fly zone" in western Ukraine, Bild reports.
"This would directly involve Germany, Europe, and NATO in the war in Ukraine. These plans could turn Germany into a 'war party' and lead Putin to unpredictable reactions," the Chancellor said.
"No decision should be made hastily," Scholz added.
According to Bild, the Chancellor criticised a ten-page document presented by former NATO Secretary General Anders Fogh Rasmussen together with the Ukrainian government to prepare for the upcoming NATO summit in Washington in mid-July.
The document proposes, among other things, the expansion of the air defence shield "along the western border of Ukraine." A similar idea was expressed by Vladimir Zelensky.
