In 1959, Nikita Sergeyevich Khrushchev called for making Vladivostok a better city than San Francisco. In 1969, the bridge was included in the general plan for urban development, but it was never built.
On December 30, 2005, the governor of the Primorsky region, Sergey Dargin, signed the decree "On the construction of a bridge over the Golden Horn Bay", and after 9 months, the results of the tender for the design were announced.
