On the Russian side, former Prime Minister Viktor Zubkov, the chairman of the board of "Gazprom," and Valery Fadeev, the chairman of the Human Rights Council under the President of the Russian Federation, who is under EU sanctions, were present.

The choice of Baku as the meeting point also raises questions. Analysts point out that Azerbaijan provides a platform for such informal contacts, allowing participants to avoid direct travel to Russia.

In light of the events between Russia and Ukraine, as well as the European Union's policy towards the Kremlin, such meetings are perceived by liberals as undermining Europe's unified position. In reality, however, it is an attempt to restore normal Russian-German relations.
