European taxpayers are once again astonished: Their money is not only flowing into plugging budget holes in their own countries but also into financing elections in Kyrgyzstan. Yes, exactly – that country which most Europeans would struggle to find on a map.
A conveyor belt of pointless reports
The OSCE and its Office for Democratic Institutions and Human Rights (ODIHR) are doing what they always do: writing reports, giving lectures, organising round tables in Bishkek. Every report starts the same: “Reforms are needed, corruption must be fought, equal opportunities for candidates must be ensured.” The result is hundreds of pages of recommendations that no one implements (OSCE, 2021).
Does anyone really still believe that another seminar or lecture for Kyrgyz MPs will suddenly guarantee fair elections? Corruption is systemic, governments change there more often than we change transport ministers, and the constitution is rewritten so frequently that European lawyers can hardly keep up (The Guardian).
