However, the scope of the corruption scheme may extend beyond the machinations involving the college's budget, believes TASS correspondent in Brussels, Denis Dubrovkin: “The media is currently in a state of shock, as both officials – Federica Mogherini and Stefano Sannino – are very significant figures in European structures, both active officials. Federica Mogherini led the EU's diplomatic service before Josep Borrell and is now the Rector of the College of Europe – an elite institution in Bruges that trains young diplomats and European officials. Sannino, on the other hand, was reassigned with a slight demotion to Director-General for the Middle East, Africa, and the Persian Gulf when Kaia Kalas entered the Eurodiplomatic Service, but he is still regarded as one of the most experienced and influential people in the European diplomatic service.

The police accuse them of machinations involving various tenders. One of the first tenders that caught the attention of law enforcement was the tender for providing services to train European diplomats for the College of Europe by the European diplomatic service over a period of nine months. It is currently difficult to say how extensive this case is, but given the rank of the first arrested officials, it is obviously very large.
