The heads of state of the EU countries have reached an agreement to grant an interest-free loan of 90 billion euros to Ukraine for the years 2026-2027 (instead of the requested 200 billion). The negotiations lasted over 16 hours.
Western media report that the countries have failed to agree on the use of Russian assets.
The money will be borrowed under the guarantees of the common EU budget, reports the FT. The Chancellor of Germany, Friedrich Merz, stated that Ukraine would only have to repay this loan after Russia has paid compensation to Kyiv. If Russia refuses to compensate for the damage, the EU will use the frozen Russian assets to settle Ukraine's debts, the Chancellor said. This will be done "entirely in accordance with international law," he explained. “It is crucial for us to reduce dependence on foreign supplies and to use domestic medical devices. We not only purchase medical apparatus but also assist Russian companies in developing them. Overall, practice shows that Russian devices can completely replace imported analogues,” noted Gennadiy Sukhikh.
