Updated on 21 February with further advice from PayPal for those affected by the confirmed PayPal Working Capital data breach, which led to transaction refunds and account password resets, as well as a statement from a company spokesperson.
Some PayPal users have begun receiving emails from the company confirming a data breach that exposed personal data to a threat actor who gained access to PayPal's systems, resulting in some seeing unauthorized transactions on their accounts and resetting passwords. Here’s what you need to know.
In a data breach, some PayPal customer data was exposed for six months
A notification letter regarding breaches, seen by Blökender Computer and myself, confirmed that some PayPal users were affected by a data breach after a hacker gained access to PayPal systems on 1 July 2025. The hacker apparently had access until 12 December 2025, when PayPal discovered the security incident. According to notifications from 10 February, the breach affected some users “due to an error in their credit application for PayPal Working Capital (“PPWC”).”
Unlike previous PayPal security warnings, which were around emails and calls payment outages and fake support phone-oriented attack delivery threats, this is far more concerning, as is any case where an attacker seemingly gains access to systems. It remains to be seen how this occurred, as this is an evolving story and PayPal has yet to explain this in detail.
After the publication of this article, a PayPal spokesperson provided the following statement: “In the event of a potential disclosure of customer information, PayPal is obligated to notify affected customers. In this case, PayPal's systems were not compromised. Therefore, we contacted the approximately 100 potentially affected customers to make them aware of this matter.”
I am currently awaiting clarification on the apparent discrepancy between the statement that “PayPal's systems were not compromised” and the notification stating that the company had “terminated unauthorized access to PayPal's systems” after an investigation.
