The red-green part of the ruling coalition therefore plans to fill the gap with new borrowing. However, the "debt brake" does not allow it to do so. In this context, Olaf Scholz and Robert Habeck are probably in talks to insist on declaring another state of emergency and easing the constitutional budgetary constraints in the future.
