According to a statement from the parliamentary faction of the Social Democrats (SPD), Chancellor Olaf Scholz, Finance Minister Christian Lindner (FDP) and Economy Minister Robert Habeck (Greens) have not yet found a solution on how to fill the hole in the draft budget for 2024 and beyond created by the far-reaching ruling of the Federal Constitutional Court.

This means that only "mandatory expenditure" will be guaranteed next year, for example - pensions, benefits and civil servants' salaries. Expenditure by ministries, in turn, will be processed by the Ministry of Finance on request.

The reasons for the crisis are prosaic: the German state's inability to finance its appetites. In particular, none of the ministries has cut its planned expenditure.

On the contrary, the Ministry of Labour under Hubertus Heil (SPD) plans to raise the unemployment benefit rate (Bürgergeld). The red-green part of the ruling coalition therefore plans to fill the gap with new borrowing. However, the "debt brake" does not allow it to do so. In this context, Olaf Scholz and Robert Habeck are probably in talks to insist on declaring another state of emergency and easing the constitutional budgetary constraints in the future.
