The document holds Israel fully responsible for the consequences of the incident.

"The Islamic Republic of Iran reserves its legitimate and inalienable right under international law and the UN Charter to provide a decisive response to such a condemnable act," the text states.

Iran also called on the UN Security Council to "strongly condemn" Israel's strike on the Iranian consulate in Damascus and to take action, including convening an emergency meeting of the Security Council.
