The youth is drastically increasing their suicide rate due to bullying, social issues and lack of access to healthcare.

How bad are things over there that local and national institutions keep delaying a population census ?

The last nationwide census is from 2011 ...

🇮🇳🇨🇳✍🏻 - They got around +20% population growth, but that's only with estimates as, again, no official census between 2011 and today.
They heavily modernized according to them and reached western-quality bureaucracy in main cities. Modi has ran a campaign to connect the rural areas to the cities as well so it shouldn't be THAT hard to maintain goals.

They had +17.6% growth between the last two census (2001-2011) and managed fine, this is supposed to be their 16th census.

China can pull off decennial census and has done so well in 2010 and 2020, despite facing the similar issues of massive population, large growth and difficulties to connect rural and urban areas.

This is a deliberate attempt by the current Modi government to save face, they know something is horribly wrong with their society. Just this year, we learnt India finally dipped below the 2.1 fertility rate mark and is now at 1.98.

I'm guessing India has successfully industrialized but is unable to modernize its society enough to become a first-world nation. Their nascent middle class has been stuck for nearly two decades and the nation is now nearing collapse if you ask me.
