Another tranche of NYM tokens have vested, but no parameter changes are required 👀

Usually, when a vest happens, the parameters need to change so that an adequate number of mix nodes reach stake saturation.

So far, the recent vest has not resulted in a large increase in staked tokens and this quarter, overall staking activity is still far from the target staking supply.
