Google accepted my appeal and they have reinstated Plus Themes app.
It will be available again on Play Store in a few hours

If you are a themer and do you think any of your deleted themes must be published again because it is not containing any sexually explicit content feel free to send an email to plusmessengerapp@gmail.com with details about those themes and we can discuss it 🙂
