The burden of proof is on the accuser, it's really as simple as that. I cant accuse whomever of whatever with no personal relation to them and say "well I was told by sources related to the situation" and get away with it. That's basically all the empire media does.
That Wikipedia article is pretty much word for word out of the CIA's anticommunist propaganda playbook. They use it to downplay the success of socialist countries and projects, to demonize the leaders or figureheads and use sanctions, bombs and or invade the country.
So whenever you see heavily vague and hard to prove stuff like that, you've gotta bear down and stress the strength of empire propaganda, and the effects of living in a white supremacist, settler colonial society.
