3) The Ramstein meeting is approaching in which the the western countries will collectively discuss to send High end tanks & Patriot Air Defense systems, to Ukraine Putin will most likely hint to this by saying if any new attack is carried out Russian will respond with Martial Law & a "Full scale Retaliatory strike".
4) He may foreshadow the notion of "Martial Law" by saying if attacks on Russia do not stop he will have no other option but to declare Martial law & give the order for general mobilization.
