Lucifer Prime isn’t possible, analysis (CONTAINS SPOILERS FOR BOOKS FOUND IN FRAUD)
This is quite long, but I promise it’s worth the read. Lucifer Prime is a theory/something a lot of the community has talked about and seems to support. While the idea of the final P rank boss to be the ruler of Hell himself as a final boss after perfecting each level, lore wise, it doesn’t make any sense.
The terminal entries state that a prime soul forms after a SOUL is so powerful that it doesn’t require a HUSK vessel to manifest physically. This alone should be enough to debunk Lucifer Prime, as Hakita has stated when an angel dies, they’re gone for good, only PEOPLE, like Minos and Sisyphus, are the exception to this. Minos and Sisyphus were real people on earth, who became husks when going to hell, husks are the only entity in the ULTRAKILL universe who actually contain souls, which is why Minos and Sisyphus managed to return as prime souls. Angels are NOT husks, and do NOT contain souls. If Lucifer, an Angel, were to die, he would not return as a Prime Soul, or even at all.
This was from a lore standpoint, from a narrative standpoint, every prime soul has been a Greek king, why stop now and make it LUCIFER? Lucifer is being built up to be a main storyline character, unlike Minos and Sisyphus, who, while relevant to the story, are still merely side characters who also contribute to world building (the lust resonance and the rebel against heaven) but they also contribute to Gabriel’s character development, and explores the ideas of prime souls.
Once again, why would LUCIFER, be a secret boss? In my personal opinion, Lucifer should be a main story character, not one you’d have to perfect the entire game to see yourself. I’m not saying we will even SEE or fight Lucifer, but if we were to, he wouldn’t be a prime soul, it just doesn’t make sense.
And to back this up, recent books from Fraud contain names like Ithaca, who was the home of the Greek King Odysseus, and the name Ulysses, which is the Latin name for Odysseus. I’ve seen some say this could be metaphorical, but I’d love to hear why (as the text is a little hard for me to comprehend at the moment). Not just that, Odysseus is actually in the Fraud layer in Dante’s Inferno, one of the main inspirations for ULTRAKILL’s story and world. There is also a lot of cow imagery in Fraud, and while they’re merely album cover references, Odysseus is heavily associated with cows because of the Cattle of Helios, where Odysseus’s crew slaughter the cows despite the warnings to not do so.
One last thing, we still haven’t seen the portrait of the final boss for P-3. My guess is that it’s either gonna be in Treachery (doubt) or it will be included in a later update, perhaps the secret level will contain it. A little theory I have is that the final secret level will be farm themed, as the walls look like a field with a bright blue sky. It would also make sense which how most secret levels are parodies of different types of gameplay from other games. So a farm type tycoon is fitting.
It would be a perfect way to represent the cattle of Helios in a way, sort of like how the Library of Babel was introduced in 7-S. And perhaps here, we will see the portrait of Oddyseus, just how we saw Minos and Sisyphus. If following the source material, it SHOULD be in Fraud, just like Dante’s Inferno.

I FINALLY GET WHY FRAUD IS WHAT IT IS
The the terminal entry for the mirror reaper calls the 8th layer a "picturesque recreation of a new peace community". We also find diaries, telling us how humanity slowly banded together and started recovering.
The secret 8-3 book is presumably hell directly talking, and it tells us that "WAR IS ONTOLOGICAL, PEACE IS A FAILURE OF FREE WILL."
Combining these together, we see that, to hell, the new peace that humanity achieved is the most fraudulent thing that it can imagine.
