Hear me out. 9-1 is not a last stand with Gabriel, but an unexpected team-up to help him whatever he wants to reach in the depths of Hell. Theory: HELL ITSELF revives V1 for entertainment (fraud spoilers)
I've had this theory for over 6 months but after reading the books in fraud it got more proof. 1.We know that hell is the eye that appears after death from windows in limbo It's stated in the 8-3 book that hell is somehow above time: "a spacio-temporal mind can only comperhend the world in binary" It's impied that hell sees V1 as an object for entertainment and it would be logical for it to revive its favorite toy It's my first theory sorry if it's bad
