Problem with blur in Unity 2D

Hello, im creating my new mobile phone and i have problems with implementing Blur while game is paused.

I tried some methods with post processing and two cameras but i cannot make it work.
All i achieved was bluring whole screen, even if i set culling masks properly.
Also i tried screenshot method aka fake blur, but it also dont work because that "blur" image hides everything behind it, and order in canvas hierarchy dosnt matter.
Right now im using one camera and canvas set to Screen Space - Camera.
Effect which i want to achieve is:
When game is paused (or game over screen is visible), everything which is not ui is blured.
