Face unlock: has there been any official explanation or from industry insider speculation as to why it hasn't been widely adopted?

Apple announced Face ID back in 2017 and since then, most Android manufacturers have adopted everything about the notch other than its infrared projector functionality.

Google (afaik) has been the only one to include it on its flagship, while Samsung tiptoed towards it with its Samsung S10 5G (which used ToF to map the user's face in 3D), but seems to have walked that back with its Note 10 and the upcoming S20 releases (barring an unexpected leak).
