Hey there. I've recently created this app which changes the entire volume panel to different skins and has good customization on top. It can also appear over the status and navigation bars to show and adjust the volume.
You can choose the exact position and size. Also there's a built-in "swipe gesture" to open it by sliding from the edge of the phone. Works with Android 10 gesture navigation too. A quick tile to open is also provided.
