Why are 'budget' processors still a thing?

I stumbled across a topic on r/emulationonandroid asking about what games a Snapdragon 480 device could handle, and it got me thinking... why do we even have this processor line (and others like it)?

Surely we could keep creating 'budget-friendly' devices by continuing to produce the flagship processors from previous years? This would reduce costs for the manufacturer since no R&D is necessary for an existing chip, as well as reduce costs for the end user since the device would no longer be top...

Carriers really fucked a lot of android phones with the shutdown of 2G and 3G

With VOLTE being requirement now to make and receive calls and texts, a lot of older Android phones becomes paper weight. Likewise for older phones running recent firmware through custom roms like AOSP. I am not fan of newer Android phones seems they tend to cut corners and asks for higher price point to add to the injury.
