To stop PDFs from opening directly in Chrome on Android, follow these steps

1.Open Google Chrome on your Android device.

2. In the address bar, type chrome://flags and press
enter.

3. In the search box at the top, type "PDF".

4. Look for two options:

Open PDF Inline on Android
Open PDF Inline on Android Pre V

5. Set both of them to "Disabled"
app.

6. After that, tap the "Relaunch' button at the bottom to
restart Chrome.


Now, PDFs will no longer open directly in Chrome and
should instead prompt to download or open in another app....

Where is the proper place to send formal Android feature requests now?

It used to be the case that Google Issue Tracker maintains all user-oriented feature requests. This changed recently: they simply do not accept such feature requests anymore.

They also give issue authors the following copypasta:
