"The issue does not seem to be a matter of guerrilla warfare, smuggling, or old blood-feuds. It rather seems like an operation to encircle and besiege the Lebanese border with Syria, extending from Rashaya to Masnaa to al-Qaa and Hermel, in continuation of the Israeli encirclement in the south."
