"Вынесено решение по арбитражу между ООО «Газпром экспорт» и «Газум».
14 ноября 2022 года было принято решение по итогам арбитражного разбирательства ad hoc в Стокгольме между ООО «Газпром экспорт» и финской компанией «Gasum Oy» (далее – Газум).
❗️ Арбитражный трибунал в своем решении, помимо прочего, обязал «Газум» выплатить «Газпром экспорту» задолженность в размере более 300 миллионов евро за поставки газа и в связи с неисполнением обязательства «бери или плати», а также проценты за просрочку оплаты.
Кроме того, трибунал признал издание Указа Президента РФ № 172 от 31.03.2022 г. о переходе на оплату за газ в рублях обстоятельством форс-мажора по контракту.
❗️ Таким образом трибунал подтвердил правомерность приостановки поставок природного газа в случае неосуществления покупателем оплаты в рублях в соответствии с Указом Президента РФ № 172 от 31.03.2022 г.
Арбитраж также обязал стороны продолжить переговоры по контракту для урегулирования ситуации с дальнейшими поставками газа".

The Kiev regime continues playing with fire by staging crude, irresponsible provocations at the Zaporozhye Nuclear Power Plant. After a temporary cessation, Ukraine’s Armed Forces resumed artillery shelling of its territory inside the perimeter. The plant’s critical infrastructure and the lives and health of its workers have again come under threat.
On the evening of November 19, the plant’s territory was shelled by numerous artillery strikes with NATO 155 calibre munitions. The shelling continued on the following day, November 20 and hit, among other things, a nuclear waste storage facility.
Luckily, the plant avoided serious damage, and no radioactive material was exposed. But the situation was on the brink of a technogenic disaster.
From the very start of the attacks at the plant, we have maintained close contact with the IAEA Secretariat. As before, we sent all information about this latest attack, including photos and videos of the consequences of the shelling. We asked the Secretariat to inform the IAEA members about this immediately. The international community should know who stands behind the attacks.
Kiev’s actions look particularly cynical because they followed almost immediately a regular session of the IAEA Board of Governors in Vienna <...>
In this way, Kiev’s Western sponsors have again showed their duplicity. They gave the Zelensky regime carte blanche to continue its senseless attempts to irreparably damage the plant. In fact, they are accomplices in Kiev-committed crimes that cannot be justified <...>

Дмитрий Песков отправил в МИД за разъяснением всех, кто интересуется причинами переноса заседания двусторонней консультативной комиссии России и США по Договору о сокращении и ограничении стратегических наступательных вооружений (ДСНВ).
Разъясняю.
Решение российской стороны о переносе на более поздний срок сессии двусторонней консультативной комиссии (ДКК), запланированной на 29 ноября - 6 декабря в Каире, было принято на политическом уровне с учётом той крайне негативной ситуации в российско-американских отношениях, которая была создана Вашингтоном и продолжает неуклонно деградировать.
На всех направлениях отмечаем высочайший уровень токсичности и враждебности со стороны Вашингтона. В рамках развязанной против нас тотальной гибридной войны практически каждый шаг США применительно к России подчинён патологическому стремлению навредить нашей стране везде, где только возможно.
Подобная ситуация не могла не затронуть и сферу контроля над вооружениями, которую невозможно рассматривать как нечто автономное и существующее в отрыве от геополитических реалий. Нужно иметь очень своеобразную логику, чтобы говорить России о сдержанности, транспарентности и предсказуемости в военных вопросах, одновременно помогая киевскому режиму убивать наших военных и мирное население в российских регионах, предоставляя для этого всё более разрушительные средства вооружённой борьбы и направляя на Украину американских инструкторов, советников и наёмников.
Что касается собственно Договора о СНВ, то здесь мы также констатируем постоянные попытки США «подправить» установленный им баланс и изменить его в свою пользу. Это проявлялось, в частности, в полностью нелегитимном выводе американской стороной из засчёта по Договору значительной части своих СНВ, которые в Вашингтоне объявили переоборудованными или переименовали так, чтобы они перестали подпадать под договорные определения. Мы долго работали с американцами над данным вопросом и в чём-то даже добились некоторого прогресса, но проблема пока остаётся нерешённой.
Вместе с тем из выступлений американских официальных лиц прямо следовало, что делегация США едет в Каир для того, чтобы продавить возобновление инспекций, а не для обсуждения «российских озабоченностей». При этом упорно замалчивался тот факт, что кризис в функционировании инспекционного механизма ДСНВ возник по вине американской стороны. Именно Вашингтон своими ограничительными мерами в отношении России создал ситуацию, когда мы фактически были лишены возможности реализовать свои инспекционные права в соответствии с Договором. При этом США откровенно отмахивались от наших вполне обоснованных возражений и требовали незамедлительного возобновления инспекционных мероприятий на российской территории.
Россия продолжает считать Договор о СНВ важным инструментом обеспечения предсказуемости и предотвращения гонки вооружений. Он продолжает отвечать интересам обеих сторон. В частности, существенную стабилизирующую роль играет бесперебойно функционирующий режим обмена сторон уведомлениями о состоянии СНВ.
Ожидаем от США добросовестных усилий по созданию условий для проведения сессии ДКК в 2023 году и возвращения к полноформатному выполнению всех положений ДСНВ.

We know that the West bashfully conceals those facts, and whoever dares to raise those in the media domain puts their career at risk. It is much easier to hush up those facts, otherwise the narrative about the humanistic nature of the Kiev regime may go bust.
Apparently, for this exact reason the English section of Wikipedia recently deleted the page about the Alley of Angels – a memorial in Donetsk to commemorate the children who had died during the war. Why confuse Western audience who may come up with some tough questions upon reading this page!
To be more specific – why keep Western readers aware that since 2014, the shelling of Donbas by Ukraine has killed more than 250 children, almost 140 of them in 2022? Unfortunately, Ukrainian armed forces add new names (i.a. of children) onto the casualties list every day.
👉 Kiev was forgiven everything, and was expected to crack down on Russia with ferocity one day and serve as a tool of the US and NATO’s geopolitical confrontation with Russia.

💬 On December 15, participants in the plenary meeting of the 77th Session of the UN General Assembly adopted the resolution submitted by the Russian Federation on behalf of 32 co-authors from all around the world, Combatting Glorification of Nazism, Neo-Nazism and Other Practices that Contribute to Fuelling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance. The resolution was adopted by a vote of 120 in favour to 50 against, with 10 abstentions.
☝️ Despite the unprecedented pressure the “collective West” puts on the UN member states, the result of the vote clearly indicates their unwillingness to question the results of the Second World War as outlined in the UN Charter, the Nuremberg Charter and the Nuremberg Trials verdict, as well as the verdict of the International Military Tribunal for the Far East.
Against this backdrop, the position of the former member states of the Axis which, for the first time in UN history, voted against this type of document cannot be understood and it evokes resentment.
What did they vote against?

💬 On December 15, participants in the plenary meeting of the 77th Session of the UN General Assembly adopted the resolution submitted by the Russian Federation on behalf of 32 co-authors from all around the world, Combatting Glorification of Nazism, Neo-Nazism and Other Practices that Contribute to Fuelling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance. The resolution was adopted by a vote of 120 in favour to 50 against, with 10 abstentions.
☝️ Despite the unprecedented pressure the “collective West” puts on the UN member states, the result of the vote clearly indicates their unwillingness to question the results of the Second World War as outlined in the UN Charter, the Nuremberg Charter and the Nuremberg Trials verdict, as well as the verdict of the International Military Tribunal for the Far East.
Against this backdrop, the position of the former member states of the Axis which, for the first time in UN history, voted against this type of document cannot be understood and it evokes resentment.
What did they vote against?

💬 Maria Zakharova: We have attentively analysed the law on ethnic minorities (communities) in Ukraine, which was adopted by the Verkhovna Rada on December 13, 2022, in the second and final reading, and consider it our duty to draw the attention of the international community to the cynical mockery of Ukraine’s legislators of the rights of ethnic minorities in violation of all of this country’s existing commitments with the relevant organizations.

Hungary and Romania, which have large communities of compatriots in Ukraine, have already expressed strong dissatisfaction. They noted that the law was not duly discussed with representatives of ethnic minorities and the bill’s authors disregarded their proposals.
Let’s look at the law’s provisions on ethnic Russians that are covertly described in the text – as those “identifying their ethnic origin with the state that is recognised by Ukraine and/or international organisations as a terrorist state (an aggressor state).”
As long as martial law is in effect in Ukraine and six months after it ends, most of their rights and freedoms are limited. This applies to the right to hold peaceful assemblies, receive funding, create advisory bodies at local administrations and take part in international activities.

⚡️ Основные внешнеполитические итоги 2022 года ⚡️
Уходящий год стал для внешней политики России поворотным, пройдя под знаком формирования новой международной реальности.
👉 Признание независимости Донецкой и Луганской народных республик, начало Специальной военной операции в соответствии со ст.51 Устава ООН, проведение референдумов в ДНР, ЛНР, а также на освобождённых территориях Запорожской и Херсонской областей с последующим принятием их в состав Российской Федерации – эти события навсегда останутся вехами отечественной истории.
Одновременно они подвели черту под 30-летним периодом честных попыток России выстроить равноправное взаимодействие с «коллективным Западом».
✍️ Нами и нашими единомышленниками одобрена политическая декларация в поддержку незыблемости Устава ООН.
✍️ В ГА ООН подавляющим большинством государств-членов принята ежегодная российская резолюция о борьбе с героизацией нацизма.
✍️ По нашей инициативе в январе принято Совместное заявление лидеров пяти государств, обладающих ядерным оружием, о предотвращении ядерной войны и недопущении гонки вооружений.
✅ Широкими шагами продвигалось международное сотрудничество в рамках #ЕАЭС, #ШОС и #БРИКС.
✅ Продолжали укрепляться союзнические отношения с Республикой Беларусь.
✅ В рамках #СНГ реализован ряд крупных инициатив, направленных на укрепление интеграционных связей по всем направлениям деятельности организации.
✅ Успешно функционировали механизмы #ОДКБ.
Значительные усилия российская дипломатия прилагала в направлении мирного урегулирования международных конфликтов. Активно содействовали стабилизации ситуации в Афганистане. Продвигали комплексный подход по сирийскому досье, в том числе в рамках «Астанинского формата». Содействовали комплексной нормализации отношений между Азербайджаном и Арменией.
Успешно развивались контакты с многочисленными международными партнёрами, заинтересованными в конструктивном диалоге с Россией.

Он вызревал, рано или поздно всё равно бы обрёл материальные очертания. Наше решение о том, что мы больше не можем терпеть как унижают русских и создают на Украине угрозы безопасности нашей страны, поэтому мы начали специальную военную операцию, послужило катализатором и резко ускорило этот процесс.
⚠️ Приоритет для нас – жизни солдат и мирных граждан, которые остаются в зоне боевых действий. Мы – народ терпеливый. Будем защищать наших соотечественников, граждан и земли, которые столетиями были русскими, исходя из этих приоритетов.

The year 2022 saw history-making events, such as the emergence of a new international reality, and became a turning point for Russia’s foreign policy.
👉 The recognition of the Donetsk & Lugansk People’s Republics, the start of the Special Military Operation in accordance with Article 51 of the UN Charter, the referendums held in the DPR & LPR and the liberated territories of the Zaporozhye & Kherson regions and their subsequent integration into Russia – these events will forever go down in the history of Russia.
They put an end to 30 years of Russia’s honest attempts to develop equitable relations with the collective West.
✍️ Russia & other like-minded countries adopted a political declaration in support of the inviolability of the UN Charter.
✍️ An overwhelming majority of states members of the UN GA approved the annual Russia-initiated resolution on combating the glorification of Nazism.
✍️ At Russia’s initiative, the Joint Statement of the Leaders of the 5 Nuclear-Weapon States on Preventing Nuclear War & Avoiding Arms Races was adopted in January 2022.
✅ International cooperation within the framework of the #EAEU, #SCO & #BRICS made rapid headway.
✅ Allied relations with Belarus continued to grow stronger.
✅ Several major initiatives have been implemented within the framework of the #CIS aimed at strengthening integration ties in all spheres of the organisation’s activities.
✅ The mechanisms of the #CSTO operated efficiently.
Russian diplomats have significantly stepped up efforts to achieve the peaceful settlement of international conflicts. Russia extensively supported stabilising the situation in Afghanistan.
