🇷🇺🇺🇳 Permament Mission of the Russian Federation to the UN:
🎙Statement by Permanent Representative Vassily Nebenzia at UNSC briefing on the situation around the Kakhovka Hydroelectric Power Plant (6 June 2023)
Read in full
❗️On the night of June 5 to 6, the Kiev regime committed an unthinkable crime. They blasted the dam of the Kakhovka Hydroelectric Plant, which resulted in an uncontrolled release of water downstream of the Dnieper River.
As early as last year, leaders of Ukrainian military publicly claimed ready to blast the dam in order to obtain some military advantage.
<...>
We warned the global community & UN leadership about this. At the end of October 2022, we circulated as an official UNSC document a letter of the Permanent Mission of Russia where we drew attention to Kiev’s plans to destroy the Kakhovka Hydroplant. We regret that our calls to the Secretary-General to do everything possible to prevent this appalling crime remained unheeded.
<...>
Kiev’s sabotage pursues 2️⃣ obvious goals.
• First, they want to attract maximum broad attention in order to create favorable conditions & relocate the armed forces to sustain Ukraine’s broadly advertised “counter-offensive”, which is clearly getting bogged down & is not achieving the goals set by Kiev.
• The second objective of today's attack is to inflict largest possible humanitarian damage on the population of extensive territories, which is inevitably incurred when a huge water & energy facility is destroyed.
<...>
We find it deeply puzzling that the UN Secretariat each time refuses to condemn Kiev's attacks, citing a lack of information, as, for example, with regard to the shelling of the Zaporozhye NPP by Ukrainian armed forces, although it's obvious to everyone from which side the shelling occurs.
<...>
☝️ We call on the Secretary-General to finally give an objective assessment & condemn the terrorist actions of the Kiev regime. All the circumstances of the barbaric attack on the Kakhovka Hydroelectric Power Plant must be clarified.

No matter how hard Western sponsors may strive to saturate the Kiev regime with weapons in order to inflict the maximum possible harm on Russia, their efforts are in vain. Even more people will perish, if they continue doing this. Unfortunately, the Kiev regime will not calm down and will continue to perpetrate extremist and terrorist attacks all over the world.
#Moldova
Unlike the collective West, Russia is not interfering with Moldova’s internal affairs. It is not asking for anything, nor is it suggesting that it changes or rewrites anything. Russia does not come up with any pre-conditions. Russia complies with existing agreements and works to promote the relations that have not yet been blocked by Maia Sandu and her team. Unfortunately, Russia is witnessing a situation where the people that came to power in Chisinau under completely different slogans are destroying the country.

⚡️ Foreign Minister Sergey Lavrov’s reply to a question from International Affairs magazine (June 9, 2023)
❓ Question: Mr Lavrov, what can you say about another package of Western accusations against our country – this time because of the detonation of the Kakhovka Hydroelectric Power Plant?
💬 Sergey Lavrov: Western politicians and their baited media have long been accusing Russia of all kinds of “mortal sins” without citing any evidence.
Just think about the Skripals case, the alleged poisoning of Alexey Navalny, the Malaysian Airlines crash, the terrorist attack against the Nord Stream pipelines and the staged murders of civilians in Bucha. Incidentally, as regards Bucha, we have asked UN Secretary-General Antonio Guterres many times to intercede and demand that Kiev publish the names of those whose bodies the Kiev regime presented to the international community in early April last year. Silence has been the only response. Everyone is silent. No reaction. <...>
Now we are hearing statements to the effect that it does not matter who blew up the Kakhovka HPP. The only reason for this is Russia’s "invasion" of Ukraine.
❗️Meanwhile, nobody in the West or the UN Secretariat, for that matter, recalls that starting in the summer of 2022, the Ukrainian regime repeatedly shelled the Kakhovka HPP using, in part, American HIMARS MLRSs and then publicly flaunted these actions.
<...>
In this situation, we are bound to be concerned about the dual position of UN Secretary General Antonio Guterres. He is actually playing up to the West on the situation in Ukraine. Meanwhile, by virtue of his mandate, he must represent the entire international community rather than service the interest of the gold billion <...> It is impossible to understand why the UN Secretary-General is playing these games.
☝️ We urge him to look to the UN Charter more often so as to not forget the scope of his powers and duties.

Key talking points:
🔹 We are aware that the events of the 1990s – early 2000s stem from a bitter historical legacy in the Caucasus, for instance. Who were we fighting there? Mostly, Al-Qaeda. And what did our “partners” do? They supported them by providing financial, information, political and even military support. They did not give a damn about the fact that they were helping Al-Qaeda as long as they were able to rock our boat. Everything they did fit the paradigm of rocking Russia.
🔹 We left no stone unturned in our efforts and finally agreed that NATO would not be expanded. We came up with every option we could. Still no. Why? It is just because the country is too big: no one needs a country that big and with such great potential in Europe.
🔹 Ukraine is part of the effort to destabilise Russia. By and large, this should have been kept in mind when decisions were made on breaking the Soviet Union up. But then, apparently, it was expected that our profound relations would be decisive. But due to a number of historical, economic and political circumstances the situation took a different path.
🔹 Polish mercenaries are indeed fighting there <...> and they are suffering more loss. In fact, they are trying to hide them, but their losses are serious. It is a pity that they hide this from their population too.
🔹 We, unlike Ukraine’s current authorities, cannot employ terrorist methods: we still have a state, a country, while it is a regime there.

🛡 #OTD 22 years ago, the Shanghai Cooperation Organisation (#SCO) was founded - a multilateral association aimed at ensuring peace, security and stability and jointly countering new security challenges and threats to member states.
Today, the SCO is made up of eight countries: its founding members – Russia, China, Kazakhstan, Tajikistan, Kyrgyzstan and Uzbekistan – as well as India and Pakistan, which joined in 2017. Iran is also expected to become a full SCO member at the upcoming summit (July 3-4, New Delhi).
In June 2002, the organisation's member states signed the Treaty on Long-Term Good-Neighbourliness, Friendship and Cooperation that cemented the SCO's focus on the positive promotion of multidimensional cooperation and its non-targeting of third countries and organisations. Today the SCO continues to firmly rule out bloc, ideological and confrontational approaches to solving international and regional development problems.
🤝 One of the most important areas of SCO activity is joint efforts to combat terrorism, extremism, drug trafficking and transnational organised crime. The SCO Regional Anti-Terrorist Structure operates in Tashkent on a permanent basis to ensure effective cooperation between the competent authorities of the member states in these areas.
🌐 The SCO's legal framework for relations with the United Nations and its agencies continues to expand. Partnerships have been established with the #CIS, #CSTO, #EEC, #ASEAN and a number of other multilateral associations that share similar principles of constructive development.

🎙 Excerpts from President Vladimir Putin's remarks in the plenary session of the 26th St Petersburg International Economic Forum.
• This proves yet again that common sense, business initiative and objective market forces outweigh politics. This also demonstrates that this ugly and de-facto neo-colonial international system no longer works, while the multipolar world order is, on the contrary, becoming stronger. This is an inevitable process.
• In today’s world it is hard to make other countries mindlessly tow to somebody’s interests; it is practically impossible sometimes. Those who do it should finally realise that it is counterproductive not only for the global economy, which is hard to perceive at one glance; it is unacceptable for millions of people. Unacceptable.
• And the current situation, the current crisis in Ukraine is beneficial for them. It is a pretext to conceal their economic mistakes both in energy and finance. They have driven the situation to an inflation spike. Why? Because they were flooding their economy with trillions of dollars
• Now they are considering supplies of aircraft [NATO's to Ukraine]. But if they are located at air bases outside Ukraine and are used in hostilities, we will have to think about how and where we can hit the resources that are used against us in the hostilities. There is a serious danger of NATO’s further involvement in this armed conflict.
• Nuclear weapons are created to ensure our security, in the broadest sense of the word, and the existence of the Russian state. First, we see no need to use it; and second, considering this, even as a possibility, factors into lowering the threshold for the use of such weapons. This is my first point. The second point is that we have more such nuclear weapons than NATO countries. They know about it and never stop trying to persuade us to start nuclear reduction talks.

As a result of the destruction of the Kakhovka Hydroelectric Power Plant due to prolonged shelling by the Ukrainian armed forces, 36 settlements in Kherson Region were flooded.
A large-scale humanitarian operation has been taking place in this Russian region over the last few days. Russian Emergencies Ministry workers rescued almost 2,000 people, among them hundreds of children.
While Russia is making every effort to save the residents of the affected areas and to provide them with essential supplies, Kiev continues to target civilian sites.
#NuclearDeterrence
Russia is fully committed to the principle of the inadmissibility of a nuclear war. There can be no winners in such a war, and it must never be waged.
The hypothetical use of nuclear weapons is only possible under extraordinary circumstances for purely defensive purposes.
#EU
An astronomical amount of [COVID19] vaccines, many times the size of the EU population, was purchased on behalf of the EU member states, at an astronomical cost and mainly from a single company, Pfizer.
The multi-billion dollar amount and the terms of the contract were not made public. This was done without bidding, without documents and without witnesses. Such decisions were made simply by text message.

⚡️ Briefing by Chief of Nuclear, Chemical, and Biological Protection Troops General Lieutenant Igor Kirillov on US military-biological activity
Read in full
◽️ On US Walter Reed Army Institute of Research branches
The Institute has four branches all over the world, every one of them has a high-containment laboratory and a network of departments, which gather samples and transport strains.
Documents acquired during the special military operation prove the Walter Reed Army Institute of Research connection to the US Defense Threat Reduction Agency and its key contractor – the Metabiota company.
◽️ On Kharkov-based Institute of Experimental and Clinical Veterinary Medicine involvement in American UP-8 and P-444 programs
This involved studying the migration routes of migratory birds and selecting and transmitting strains of avian influenza virus with high epidemic potential and capable of crossing the interspecies barrier abroad.
The consequences of such programmes for epizootic in the territory of the Russian Federation are yet to be evaluated.
In the result of infected birds migration from Ukraine to Russia, avian influenza morbidity rate has increased significantly.
◽️ On incidents at American high-containment laboratories
The unacceptably high risk of accidents in U.S. biolaboratories is one of the reasons for their withdrawal from national jurisdiction and transfer to the territory of third countries, including Ukraine.
This explains the deterioration of the epidemic situation in their locations, the emergence of diseases that are not typical of these regions and their vectors.
***
👉 The United States, with the support of its allies, are conducting large-scale military-biological research aimed at finding effective methods of using infectious disease agents.
We see this as another argument in favour of an international investigation of U.S. military and biological activities.
