Mississippi proposes law to ban male masturbation
The law, called the Contraception Starts with Erection Act, makes it illegal for "any person to expel genetic material without intent to fertilize an embryo." Exceptions include sperm donation and the use of contraception to prevent fertilization
The bill provides for a $1,000 fine for a first offense, a $5,000 fine for a second offense, and a flat $10,000 fine for subsequent offenses.
If passed, the bill will take effect in July.
