Russian lawmakers are calling to ban sex changes on official documents without a medical assessment amid reports that men are reregistering themselves as women to avoid military service. Russian citizens receive their legal gender reassignment papers from the civil registry office, and approval of new documents can vary from case to case. This system was criticized by trans activists, who called for the introduction of clear rules for legal gender reassignment nationwide. In reality, the lack of regulation meant that legal gender change was easier in Russia than in most European countries.

Decisions were approved mostly automatically in the civil registry offices, a system that Western European countries like Spain and Germany have adapted only in recent years; others, like the UK, have blocked attempts of such reforms in parliament. In some cases, civil registries could reject the application, in which case the trans person had to go to court, providing the judge with a certificate from an endocrinologist about undergoing HRT, but even then it was easier than in much of the Western countries - for example, France have made a similar policy mandatory in 2016. Mobilization in Russia led to a trend on social media in which Russian trans people mocked the Russian army, with some celebrities even making their sex reassignment surgeries broadcasted online as a sign of protest.

This also sparked a boom in financial aid for trans people, with LGBT rights NGOs reporting that donation campaigns for trans medical needs have been reaching their goals in just a few hours. In previous years, Russian media have also reported on cases of men changing their legal sex to female for the sake of early retirement.
