They want to exempt repatriates from the need to confirm their knowledge of the Russian language.

The Ministry of Internal Affairs published a draft amendment to the presidential decree on the voluntary resettlement of citizens in Russia, which introduced the concept of "repatriate".
Those who wish to resettle in Russia and belong to the following categories can be considered repatriates:
— Russian citizens permanently residing abroad as of February 24, 2022;
- former citizens of Russia;
- citizens of the USSR;
- persons who have relatives in a direct ascending line, born or permanently residing on the territory of the RSFSR or the territory that belonged to the Russian Empire or the USSR, within the state border of Russia.
