A week before explosion occurred on Kakhovka Hydroelectric Power Station, Russian government declared it will not be investigating any emergency situations which happened due to "military hostilities" on territory of Russia until 1st January of 2028, that includes illegally annexed Crimea and four other Ukrainian regions.
This should put an end to questions of who exploded the HPS/Damm.

Not the first time.
On the evening of 18th August of 1941, Chekists of the 157th regiment of the NKVD, who were guarding the Dnipro HPS, disabled the station's equipment and blew up the dam. This came as a surprise not so much to the advancing Germans as to the retreating Red Army men. The explosion killed Soviet soldiers who were crossing the dam at that moment. Those parts of the Soviet troops that were downstream were also under water.
Historians estimate that 20,000 to 100,000 Soviet soldiers and civilians died. The Germans restored the station already in the summer of the following year.
