Continuing the enhancement of worker's rights, Chinese gov announces new social security benefits for Self-Employed and Gig workers
There is some good news for the "flexible workers" (灵活就业人员) community in China’s workforce. If you haven’t heard of this term, it includes self-employed people, freelancers, and gig economy workers in China.
It is estimated that the Chinese workforce now has a whopping 200 million flexible workers, and the government recently announced new policies to support them. Specifically, the central government, under the leadership of Premier Li Keqiang, recently announced a new fiscal commitment to protect the rights of the flexible workers community.
Here’s what the new policy is. Basically, the government now offers to match the social security contributions made by the flexible workers. For context, China’s social security system is similar to that of the United States, or the Employment Insurance (EI) program in Canada, where when you work, you take a certain percentage of your income to contribute to this fund, and after you made a certain threshold of contribution, if you were out of work through no fault of your own, the government will write you a check every month to support you through that difficult period of time.
And the new policy basically says, if you are a flexible worker, including self-employed, freelancers, or gig economy workers, we know that it is more difficult for you to meet the contribution threshold because you don’t have an employer who is matching your out-of-pocket contribution, so now the government will match it. From now on, if you are a part of that flexible workers community, when you elect to contribute a part of your flexible work income to the Social Security fund, the government will automatically match your contribution up to 67%, so that you are no longer at a disadvantage to those workers who have an employer that will offer employer contribution matching.
I have previously posted an update in this community that the Chinese government is committed to a campaign to protect the rights of gig workers such as food delivery workers, and this new policy to make it easier for them to participate in Chinese social security, is the latest step in this coordinated campaign to protect workers' rights. As more and more initiatives are introduced to protect the rights of this community, we will most likely continue to see more follow ups.
