Internetzugang und Mobiltelefondaten sind für das tägliche Leben notwendig und sollten als öffentliche Versorgungsleistungen behandelt werden. Ein monatliches Basispaket sollte für Einzelpersonen oder Haushalte kostenlos zur Verfügung stehen, zusätzliche Daten und andere Dienste sollten zu Marktpreisen angeboten werden. Der öffentliche Anbieter wäre völlig unabhängig von der Regierung und hätte eine hochmoderne Datensicherheit, die jede staatliche Zensur ausschließt. Ähnlich wie die Post die Briefe, die sie zustellt, nicht liest, sollte ein öffentliches Datennetz so konzipiert sein, dass es die Privatsphäre schützt.
