“Fresh Meat” is a colloquialism used to describe attractive young men or women, especially at a bar or club, especially who are virgins.
Jeffrey Dahmer’s victims were as young as 14 years of age.
This also implies a double meaning; since Dahmer proceeded to eat many of his victims, they were quite literally treated as meat.
