Yaqub tells them to protect the opponents’ properties, not enter their houses and invite them to surrender and take control of their properties. He says that the local Taliban leadership will be responsible for any negligence in this regard.

The Yaqub message might be aimed to confront the Afghan govt claims, which alleges the Taliban for massive human rights violations in its newly captured areas, looting houses & markets, and killing its opponents, including civilians. The Taliban deny all these charges.
