At the forum for future technologies in Russia, the Russian State Nuclear Energy Corporation Rosatom presented its 16-qubit trapped-ion-based quantum computer to Vladimir Putin.
Quantum computers used trapped charged atomic particles (ions) in an array where data can be inferred through their collective motion. The largest number of entangled ions in a quantum computer was 20.
Developed by Russia's Lebedev Physical Institute of the Russian Academy of Sciences (LPI) and the Russian Quantum Center, the quantum computer seems to make use of trapped ion qubits with integrated photonics - an approach leveraged by marquee quantum computing companies such as Quantinuum (the child fathered by the merger of Honeywell and Cambridge Quantum) and IonQ to achieve higher qubit count scalability while also reducing the impact of noise. In quantum computing, noise refers to changes in the qubits' environment (such as vibrations, electromagnetic interference, temperature, and others) that destroy qubits' processing capabilities by collapsing the qubits' entanglement and state (and as such, the information they were processing as well).

A little-publicized clause in the U.S. Inflation Reduction Act has companies scrambling to recycle electric vehicle batteries in North America, putting the region at the forefront of a global race to undermine China's dominance of the field.
The IRA includes a clause that automatically qualifies EV battery materials recycled in the U.S. as American-made for subsidies, regardless of their origin. That is important because it qualifies automakers using U.S.-recycled battery materials for EV production incentives.
Reuters interviewed more than a dozen industry officials and experts who say that is kicking off a U.S. factory building boom, encouraging automakers to research more recyclable batteries, and could eventually make it harder for buyers in developing countries to buy old used EVs.
China handles virtually all EV battery recycling in a global market projected to grow from $11 billion in 2022 to $18 billion by 2028, according to research firm EMR. As more EVs are introduced and age out of the vehicle fleet, that business will grow.
The minerals in those batteries - primarily lithium, cobalt and nickel - are worth on average between 1,000 euros ($1,123) to 2,000 euros per car, BMW (BMWG.DE) sustainability chief Thomas Becker told Reuters.
Those materials could be in short supply within a few years as automakers boost EV production, but "can be recycled infinity times and not lose their power," said Louie Diaz, vice president at Canadian battery recycling firm Li-Cycle (LICY.N)...
The race is on to build "closed-loop supply chains" where recycled minerals are put into locally produced new batteries, said Christian Marston, chief technology officer at Altilium Metals, which is building a plant in Bulgaria and plans one in the UK by 2026.
"Everybody wants to control their own supply chain and nobody wants to be reliant on the Chinese," he said.

The White House released a statement last week on the regulation of AI. They have received commitments from 7 companies - Amazon, Anthropic, Google, Inflection, Meta, Microsoft, and Open AI for "safe, secure, and transparent development".
The Biden administration is also developing an executive order that will pursue more regulation for the space.
What are the commitments?
Safety
- Ensuring Products are Safe - internal/external security testing
- Sharing information with industry, governments, civil society, and academia on managing AI risks
Security
- Invest in cybersecurity and insider threat safeguards to protect AI model weights
- Third-party discovery and reporting of vulnerabilities
Trust
- Should be clear when content is AI generated, such as a watermark
- Publicly reporting capabilities, limitations, areas of appropriate / inappropriate use
- Prioritize research societal risk with bias, discrimination, and protecting privacy
- Deploy AI to solve the greatest challenges

What's happening behind the buzzwords?
AI regulation is following the trajectory I had predicted previously. The biggest companies now have a hand in influencing AI regulation and will be set up for compliance while new companies will face a large barrier to entry. Some of the 'principles' even though they are voluntary are alarming, such as sharing information with governments - its almost an exact repeat of the big tech / government collusion on censorship.
Even worse is the deployment of AI technologies to address "society's greatest challenges" such as climate change and cancer prevention. The data to analyze these problems could come from official government sources, or academic sources. With increased information sharing between these parties, we may see future bills and regulations that are influenced by AI.
One step closer to a Technocrat's paradise. 🤮

A new bipartisan bill - Cooper Davis Act has been introduced to the Senate. It was developed after a Kansas teenager died from a fentanyl laced pill purchased on Snapchat.
It applies to any "electronic communication service' provider (read: any website that can receive and display user data) to report any drug deals on their platform to the DEA. This information includes IP address, usernames, mailing address, telephone number, email address, and point of contact, along with the content related to the drug deal itself.
There is a clause in the bill for "Protection of Privacy" that emphasizes companies will not be forced to monitor users, communications, or perform further investigation when facts are not "readily apparent".
But if companies receive "actual knowledge" of facts (whatever that means) for distribution of fentanyl, meth, counterfeit prenoscription drugs, or pain medication - they must report it within 60 days or be fined $190,000.
The big question is whether the "willfully blind" clause linked above could be applied to end-to-end encryption.

This morning I went downtown to City Hall to file the paperwork to be listed on the official 2023 ballot. Accompanied by my partner, Miriam, and our volunteer team, we paid the filing fee and signed the necessary paperwork to be listed.
Thank you to every single one of you who donated, attended events, prayed, and campaigned to spread the word about the Broze for Mayor campaign. Without you we wouldn't have the money or the confidence to take this movement for a better Houston as far and wide as we possibly can.
Now that we have filed the paperwork, there's 2 important things we need you to know.
First, we need your financial support as much as possible for these remaining 3 months and 2 weeks until Election Day on November 7th! If you can dig deep and donate $5, 10, 23, or even 100 we will put it to great use!
We plan to rent as many billboards as possible around Houston. We will need $5,000 to 10,000 for 1 or 2 billboards. We also want to run ads on streaming services and radio. In short, we need your help to make sure we can get out the word about the Broze for Mayor vision for Houston.
Second, as you will hear in the video above, there is a chance the City of Houston will reject my ballot application because of a felony in my background from 2005. As many of you may know - because I share my story often - I became addicted to drugs in 2004, at the age of 19, and was arrested at 20 in 2005 for drug possession. I did my time, was released on parole and discharged in June 2009.
This means I was arrested 18 years ago, and discharged from parole 13 years ago.
Nonetheless, the City of Houston is attempting to use a faulty interpretation of the Texas Election Code to deny non-violent former felons like myself an opportunity to run for office in our communities.
I believe there is a chance the City may reject my ballot application sometime in the next 72 hours, under this faulty interpretation.
The fact is that the Texas state law is written in a way which is ambiguous and confusing. It says that a person convicted of a felony can run for office only if they have either been "pardoned or otherwise released from the resulting disabilities."
I believe I should be able to run for office after doing my time, paying all the fees, and meeting all other conditions.
We will see what happens, but I will tell you that if the city attempts to stop me from getting on the ballot we are prepared to file a lawsuit and fight that battle as we continue our campaign for Mayor of Houston.
Unfortunately, lawsuits would also cost a lot of money. If you can give please do so right now!
This is a battle for the future of Houston. The other "main" candidates have millions of dollars and are deeply connected to the corporate political parties.
They might have millions, but I know I have YOU! With your support we are building a coalition of supporters from across the political spectrum who are ready for common sense solutions.

Over the past week, an update to an unpublished "Web Environment Integrity" proposal has caused outrage among the tech community.
The proposal is focused on improving the client trust model using an "attestor" or a web service that decides whether your device is trustworthy enough.
Google would run a service that websites could use to request a token that attests information about your device, for instance what type of web browser you are using on what operating system. Attestation services like these already exist for mobile apps on both the Apple/Google ecosystem.
This would allow websites to reject traffic based on the attestation decision and begin to block off certain parts of the internet.
Thankfully, this caught the internet's attention and repository got absolutely dunked with negative feedback.
Still, in May - Google issued an Intent to Prototype for this specific feature. Maybe one day we will begin to see "approved browsers".

Brown Car Guy (Shazad) is well known in car circles. Recently he’s been investigating ULEZ.
He used the device that officials use to monitor air quality around London. Same supplier, who knew what he intended to do with it.
Bottom line, in no location around London, even on the busiest roads, right down at exhaust levels, did the air quality reach even medium risk on the scale (which scale is absurdly drawn so that your kitchen would be rated at “health emergency”).
ULEZ is all lies, just like climate change and the “pandemic”.
Same people, same methods, same objectives: removal of all of your freedoms, ostensibly for a greater cause.
You must share what’s happening with everyone you encounter, or we will lose.
There are far too few of us publicly speaking out.
All of us are horribly censored.
The media will only lie.
So you’re the only chance we have. Your children & grandchildren depend on YOU taking action, every day in this relentless war.

Ps: I have actual published research credentials in this field, adjacent issues like ozone and impact on respiratory function, so I became familiar with NOx and particulates in the late 1980s/early 1990s.
There really was arguably a problem but only up to the mandated fitting of catalytic converters. Ever since that event, air quality in London has been excellent, with few exceptions.
One is the London Underground!
There’s so much metallic dust from wheels and tracks wearing each other away.
Also, brake lining derived particulates, nasty stuff.
Organic vapours from oils, lubricants and hydraulic fluids etc.
I recommend you minimise your time there. Masks don’t work because the particles in question are smaller than the pore size even in a well fitting mask. Paper “masks” are a psychological crutch.
If we say nothing about ULEZ, they will remove all powered personal transport. If we allow that, it’ll be a permanent end to personal transport beyond your legs and a bicycle.
If you think I’m exaggerating, this is explicitly among the UN2030 so-called sustainable development goals.

In an open test field in rural Ukraine, a drone equipped with a bomb lost connection with its human operator after coming under attack by electronic jamming equipment — but instead of crashing to the ground, the drone accelerated toward its target and destroyed it...
Such AI technology, under development by a growing number of Ukrainian drone companies, is one of several innovative leaps underway in Kyiv’s domestic drone market...
The design and software innovations, as well as mass dissemination of piloting know-how, are also likely to influence the way drones are used far beyond the war in Ukraine, with serious implications for governments confronting separatist militias, drug cartels and extremist groups seeking to gain a technological edge...
...The exigencies of war, however, have turned the country into a kind of super lab of invention, attracting investment from vaunted business luminaries including former Google chief executive Eric Schmidt. More than 200 Ukrainian companies involved in drone production are now working hand-in-glove with military units on the front lines to tweak and augment drones to improve their ability to kill and spy on the enemy.
