Theoretically it is possible if both of her parents had significant White ancestry but the chance of this happening with parents looking like that is probably like a billion to one.
Human skin pigmentation is controlled by a lot of different genes that darken/lighten skin by a certain % towards/away from darkest/lightest skin tones. She would need almost every possible gene variant to be the skin-lightening allele, which I would say is pretty much impossible.
Conclusion: Her mother cucked her father with their White mailman and all of the stories in the article are 100% fabrications.
